APPROVED Special Council Minutes March 23, 2022

President Thomas E. Stinnett called the special meeting of the Riegelsville Borough Council to order at       7:04 pm March 23, 2022. If anyone makes inappropriate comments, tries to sell something, is attacking someone, etc. you will be removed from this meeting.

The Pledge of Allegiance, Roll Call: PRESENT: Thomas Stinnett, Ed Bartosiewicz, Gary Chase, Kate Brandes and Rodney Scott.  7 Borough residents present.

T. Stinnett, Council President has a copy of the Special meeting ad that was in the Express times March 21 and on lehighvalleylive.com.

T. Stinnett, Council President stated that Council has received information from Todd Myers, Borough Engineer, Jim Kopchak, Zoning officer, also Ordinance 229 Flood plain requirements in order to make a decision tonight. Tom asked Council if there is any discussion that is needed. Gary talked to Todd about his letter of recommendations which contains the review of the agricultural fence, greenhouse as installed and proposed irrigation well.  Tom Murtha was given paper copies of Ordinance 229, Todd’s letter and email correspondence from Jim Kopchak. Gary stated that there are a few items that need to comply with the requests from Borough Engineer/ floodplain officer and Zoning officer to finalize the install of the fence and the greenhouse. Tom Murtha is working with his Engineer/surveyor to put together everything that Todd and Jim needs. Gary discussed the 7 recommended contingencies and restrictions to be added to a legal document that pertain to the proposed irrigation well. Rodney stated that the Borough Solicitor will put together this document for Council to approve.

Kate stated there are separate items the fence and Hoop House then the Well installation that we are voting on tonight. Rodney stated we need to make sure our Well #3 is not impacted by the new well, doing the static water levels at Well#3 during the pump test will show the results. Well #3 is our largest well in the Borough for our residents. T. Stinnett said the one reason for adding a legal document is to make sure the land remains agricultural even if it is sold, instead of residential.

R. Scott motioned to approve the well installation and to include items 1-7 (contingencies and restrictions) from Todd Myers, Borough Engineer’s letter to Borough Council. K. Brandes seconded. Unanimous.  

 Tom Murtha thanked Borough Council for working with them and approving the well installation. Tom also stated they run the well October to March.  Tricia said hopefully they can install next week.
