December 2014 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:02 p.m. December 10, 2014. Following the Pledge of Allegiance, roll call was taken.  PRESENT: Edward Bartosiewicz, Rodney Scott, Thomas Stinnett, Kathleen Weiss and Mayor Stokes. ABSENT: Rich Pursell.   E. Bartosiewicz motioned to approve the minutes of the November 12, 2014 Council Meeting, R. Scott seconded.  Unanimous. 

 CORRESPONDENCE:  

Letter received dated November 19, 2014 from Richard W. Pursell, Jr. Council member resignation. Bartosiewicz motioned to accept with regret. R. Scott seconded. Unanimous.

Fax received dated December 10, 2014 Riegelsville Planning Commission- Snow removal Ordinance.             REPORTS:

President – T. Stinnett reported to Council that he attended a DRBC meeting and gave them a copy of the Borough’s PennEast Resolution.

Mayor Mayor Stokes reported to Council that he talked to Canal Bridge contractors about the noise from the water valves that need to be flush with the new pavement, they will take care of it.

Concerns from citizens:

2 borough resident present, John Murphy-Weiss and Elaine Albrecht.

John Murphy-Weiss lives on Maplewood and would like to know when the stop signs in the middle of Maplewood Road will be removed since the temporary bridge is now closed and the new Canal Bridge is open.  Council discussed this and asked Sherry to have Matt remove them tomorrow.

Discussions:

Zoning: Jim Kopchak, Borough zoning officer reported to Council that five Building Permit were issued:

HVAC, New Boiler, Propane Tank, Roof Repair and Boiler and Propane Tank. Jim received the information in reference to the noise ordinance and reported to Council that Keystone services does not have anyone that is certified to do dBA readings.

Library News: Julia Sefton, Riegelsville Public Library Children’s Librarian reported to Council that there will be three more Art Classes for the year. Julia set up a table at Durham Days (October 11) and Fall Roll Out Car Show (November 2). Fall Book Sale is set for November 21, 22 and 29th.  Once a month Julia goes to Care a lot in Durham Twp.  Julia asked Council if they could be put up small Library signs at the corner by Lutheran Church, and by Elmwood/Church Road. Sherry and Matt will look into the supplier of the Borough signs and get back to Julia.

Fire Co. News: Ed reported the November 16th Breakfast served 366. December 4th is a CPR certification class if any Council members would like to attend. December 6th is the Annual Community Dinner. December 21, is “Breakfast with Santa”.

Riegelsville Enhancement Committee News: No meetings November or December. 2015 Calendars

will be sold during the St John UCC Holiday Bazaar on Saturday November 22, 2014.

Riegelsville Emergency Management: Nothing to report.

            UBREMS News: They are still looking for a new Chief. The next meeting is December 8, 2014.

Rec Board News: Rodney reported to Council that the new door came in so he just needs to put it in.

            Riegelsville Planning Commission: Next meeting is December 1, 2014 at 7pm. They will be discussing the current snow removal ordinance.

Utilities:

Discussions:

James Hoeksema, property owner of 945 Edgewood Road came to the Borough Office to ask if the Borough moved the boulders that are on the corner of his property. Matt moved them because water was laying and he needed to make a trench to drain the water.  T. Stinnett stated that the Borough owns 30 feet off and that is probably where the boulders are anyway. T. Stinnett said to have Matt look for the property pins. REMARKS: Matt could not find the property pins, Sherry will ask Mr. Hoeksema if he has the locations; if not we could ask Todd Myers, Borough Engineer.

Liberty Propane Co. reported that setbacks are 10 feet from building and property lines. Council would like to get the fee for Liberty to do the excavation for the tanks. T. Stinnett asked Sherry to check with Steve Salva to ask who did St Lawrence’s underground tanks. REMARKS: Sherry spoke to Steve Salva, Schaibles Heating did the complete job.

The tenant that lives at #145 Easton Road would like to put an old well in service to water the garden. Council stated that the Borough Ordinance does not allow that.  Sherry will let the tenant know.

 

Borough office received a proposal for Armour & Sons Electric Co. to install a generator adaptor for the traffic light. $1275.00 includes labor and material.

The final PennDOT Canal Bridge inspection is set for December 2, 2014 at 1:30- Tom will attend.

Sherry sent an email to L. Belmonte, PennDOT District Traffic Engineer to ask how the traffic could be calmed at the New Canal Bridge. Sherry reported that during the November 12, 2014 Council meeting Borough Resident Amanda Richardson asked what could be done.  Mr. Belmonte stated they do not do speed humps.

However he did state that he would have D. Centofante, Traffic Studies Supervisor will review the signage is in place, and whether any pavement markings are appropriate then get the results back to the Borough office.

Discussions:

Council continued to discuss the 410 Easton Road noise issue.

Council discussed the current alley stop signs that need to be added to the Borough ordinance.

The Riegelsville Planning Commission made some proposed changes to the current snow removal ordinance. Council will receive a copy very soon.

Matt has researched quotes to purchase a used storage Container to put next to the Borough garage.

The quotes range from $2050.00 to $3200.00 delivered. Rich would like to put this on the Council agenda since this purchase is in the current 2014 Budget.

Mayor Stokes reported to Council that the 3 water valves in front of his business/personal home need to be fixed by PennDOT. Rich asked if PennDOT added risers before they paved. Mayor Stokes said no and he will talk to them about this issue.

Kathie reported that the drains on 611 are filled with leaves. Sherry stated that Matt cleans off the top but the lines between the drains are clogged and PennDOT will not take care of that.

Kathie reported that there is a hole on Church Road near St Peters Lutheran Church and one on Elmwood Road before St Lawrence Catholic Church.

Discussions:

Bill Dudeck-Borough Solicitor, Tom Stinnett and Rodney Scott will meet with Craig Cardone to discuss the possible lease of Craig’s parking lot on Wednesday December 10, 2014 at 6pm.

Liberty propane Co. reported to Sherry that underground propane tanks need to be 10 feet from buildings and property lines. The excavation for each tank is appx. $1000.00.

The property at 719 Easton Road had bamboo hanging on Route 611 during the heavy snow storm last week. Council suggested that Bill Dudeck should send the property owners the bamboo ordinance that references taking care of this dangerous issue.

Council looked over the financials.

UNFINISHED BUSINESS:

Approval for proposal from Port Container Co. proposal for $2050.00 includes delivery for 40ft container for next to the garage.  2nd quote from Interport Co. $1800.00 plus $500.00 delivery. 3rd quote Seaside Container Co. $2650.00 with Delivery.  R. Scott motioned to approve. E. Bartosiewicz seconded. Unanimous.

Approval for proposal from Barry Hoffman Electric $6890.00 for transfer switch for Well #3. R. Scott motioned to approve. E. Bartosiewicz. Unanimous.

Approval for proposal from Liberty Propane Inc. 2 underground propane tanks and excavation $10,000.00.  E. Bartosiewicz motioned to approve. K. Weiss seconded. Unanimous.

Approval for proposal from Armour & Sons Inc $1275.00 for Generator cabinet with cord for traffic light, includes labor and material.  R. Scott motioned to approve. K. Weiss seconded. Unanimous.

Approval of the 2015 Budget. K. Weiss motioned to approve. R. Scott seconded. Unanimous.

Approval of Ordinance # 229, Flood Plain Management Regulations. E. Bartosiewicz motioned to

approve.  K. Weiss seconded.  Unanimous.

Approval of Ordinance #230, Tax Levy for 2015      12.75 Mils. K. Weiss motioned to approve. E.

Bartosiewicz seconded.  Unanimous.

Approval to advertise the proposed Ordinance #231 Snow Removal Ordinance. R. Scott motioned the approval to advertise.  E. Bartosiewicz seconded.  Unanimous.

 NEW BUSINESS:  None to report.

 APPROVAL OF BILLS:   K. Weiss motioned to approve bills.  E. Bartosiewicz seconded.  Unanimous.
