October 2018 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:00p.m. October 10, 2018.  Following the Pledge of Allegiance, roll call was taken.  PRESENT: Thomas Stinnett, Kate Brandes, Ed Bartosiewicz, Ann P. Moyer, Rodney Scott and Mayor Stokes Moyer motioned to approve the minutes from September 12, 2018. K. Brandes Seconded.   Unanimous.

CORRESPONDENCE:  

Letter dated September 25, 2018 Springfield Township, Request for Fire Police during the Springtown Halloween Parade October 28, 2018.  E. Bartosiewicz motioned to approve. R. Scott seconded.  Unanimous.

REPORTS:

President – T. Stinnett reported to Council, the “Trail and Town Event” Sponsored by D&L National Heritage Corridor & Riegelsville Enhancement Committee. 25 vouchers where used at Local restaurants. There will be 2 more events.

Mayor Mayor Stokes reported to Council that he performed 4 weddings.  Mayor Stokes was asked by a resident how to handle a dog bite. The dog was located in the north end of the Borough.  Mayor Stokes was a guest speaker at the” Daughters of American Revolution”, topic was Ghost Stories.

COMMITTEE REPORTS:

Community Affairs

Ann P Moyer called the meeting to order at 7:00 pm on September 19, 2018 at the Riegelsville Borough Hall.

Members Present:  Ann P Moyer, Ed Bartosiewicz, Rodney Scott and Tom Stinnett.

Others Present:   Jim Kopchak-Borough Zoning Officer and Sherry Masteller-Borough Secretary.

Concerns from citizens:   No one present.

Discussions:

Zoning: Jim Kopchak, Borough Zoning Officer reported to Council September 2018 report:

  • 4 Building permits: Fence (FEMA), 100 Amp Service, Driveway with curbs and Single family dwelling.
  • 2 Zoning permit: Shed and Fence.
  • 2015 ICC Codes to be adopted effective 1 October 2018, Request authorization to purchase for Riegelsville, Cost not to exceed $600 and code books will remain at the borough office and be property of the borough.  Council discussed and reported that the Borough purchased them last time. S. Masteller will add to the October 10, 2018 Council agenda.

Library News: Borough office received the August 2018 Directors report, the minutes have been filed in the Borough office.  They did not have a quorum for the September Board meeting.

  • Planning is ongoing for the Brew fest being held on September 22, 2018 at the Riegelsville Fire House.
  • The plaque for Emma Brotzman’s Memorial has been attached to the book drop box.
  • Story Time resumed September 4th.
  • Paperwork has been submitted to renew the museum pass with the Museum of the American Revolution. These are provided by the museum at no cost to the Library.

Proposed Walking Trail: Still in the process of clearing the PNDI (Pennsylvania Natural Diversity Inventory) relating to Bog Turtles.

Fire Co. News:

  • Next Breakfast is September 16, Breakfast served 230.
  • September 22 the Library has their Brew Fest Fundraiser at the Fire House.
  • October is Fire prevention month they have 2 events.
  • October 6, Ham Dinner.

UBREMS News: Nothing new to report.

Rec Board News: Rodney reported to Council,

  • Fall Roll out car show planning is under way.

Riegelsville Emergency Management:

  • Frank Preedy, EMA Coordinator attended the Pipeline Emergency pre-planning meeting for Emergency personnel.
  • County Quarterly meeting is set for October 4, 2018.

Riegelsville Planning Commission: No October meeting.

Utilities

 Rodney Scott called the Utilities meeting to order at 7:45 pm at the Riegelsville Borough Hall.

Members Present:   Rodney Scott, Ed Bartosiewicz, Ann P Moyer and Tom Stinnett.

Others Present:   Jim Kopchak-Borough Zoning Officer and Sherry Masteller-Borough Secretary.

Concerns from Citizens:  No one present

Discussions:

Council looked over the quote for the Neptune E-Coder meters.

Council looked over the roof quote for Well 1 & 2. They had a question about the payment breakdown. S. Masteller will contact the contractor.

 

Michele White requested an address for her lot on Ash Lane, Council looked over the ordinance & the new physical address is 216 Ash Lane.

Todd Myers, Borough Engineer gave Council members a memorandum in reference to the Durham Road Small Parking Lot reconstruction. Discussion will continue, the lot may be blocked off until the repair is complete.

Streets & Properties

Ed Bartosiewicz called the meeting to order at 7:00 pm on October 3, 2018.

Members Present:

Ed Bartosiewicz, Kate Brandes, Ann P. Moyer and Rodney Scott.

Others Present:

Mayor Stokes and Sherry Masteller-Borough Secretary.

Comments from Citizens:   One Borough resident present-No comments at this time.

Discussions:

Borough hydrant flushing starts Monday October 15-19th 9pm-midnight.

The small Borough parking lot was closed Monday October 1, 2018 at 6:30 am and will be closed until the repairs are completed.

“DOGS -The Spirit of Riegelsville” event is scheduled for Saturday October 20, 2018. 11:30 am-2pm at the Large Borough parking lot on Durham Road.

Riegelsville Halloween Parade is set for Saturday October 27, 2018 sponsored by Riegelsville Library & Riegelsville Recreation Board.

  1. Brady is hoping the weather will hold out so they can get some line painting done.

Ed discussed the clogged french drain in the alley that runs behind the Post office, Todd, Borough Engineer needs to look at it to see what can done to change the drain so it works correctly.

The 2 playgrounds at the Borough Park will be mulched this week.

Finance

Kate Brandes called the meeting to order on October 3, 2018 at 7:16 pm at the Riegelsville Borough Hall.

Members Present:

Kate Brandes, Ed Bartosiewicz, Ann P. Moyer and Rodney Scott.

Others Present: 

Mayor Stokes and Sherry Masteller-Borough Secretary.

Comment from Citizens:   No Comments at this time.

Discussions:

            The new Stratix Systems copier order & payment will be ready during October 10, Council meeting. $2299.00.

The notice to advertise and the resolution to sell the old dump truck on Municibid will be added to Council on October 10.

JVS Environmental – sent Council a proposal to perform electronics waste, appliance collection and recycling services, will be added to Council agenda.

Council looked over the finances.

 

UNFINISHED BUSINESS:

            Approval of quote/check Arbor Fence Co. for furnishing and replacing chain link fence at Well 1 & 2 $1657.00, job finished 10/9/18. R. Scott motioned to approve. A. Moyer seconded.  Unanimous.

Approval of quote $2064.00.00 Stratix Systems, for new copier, Ricoh MP 402SPF with WIFI ability. RESCIND: September 12, Council minutes.  Approval of quote $2299.00 Stratix Systems, for new copier, Ricoh MP 301SPF with WIFI ability. Did not have WiFi ability. E. Bartosiewicz motioned to approve. K. Brandes seconded.  Unanimous

            Approval of quote $2380.00 DVC roofing LLC, re-roofing on both Well 1 & 2. 1/3 down $793.00. E. Bartosiewicz motioned to approve. A. Moyer seconded.  Unanimous

            Approval of proposal from JVS Environmental –to perform electronics waste, appliance collection and recycling services this fall. E. Bartosiewicz motioned to approve. K. Brandes seconded.  Unanimous

 

NEW BUSINESS:  

Approval to award Morton Salt the 2018-2019 salt bid $47.92 delivered price per ton. Minimum 20 tons.  Reduced by $.90 over last year.  R. Scott motioned to approve. A. Moyer seconded.  Unanimous

Approval Resolution R-04-18, Authorizing the sale by online or electronic auction of one (1) 2000 Ford F350 XL Super Duty 4X4. E. Bartosiewicz motioned to approve. K. Brandes seconded.  Unanimous

Approval to advertise the sale of the 2000 Ford F350 XL Super Duty 4X4. R. Scott motioned to approve. A. Moyer seconded.  Unanimous

 

APPROVAL OF BILLS:  R. Scott motioned to approve bills.  E. Bartosiewicz seconded.  Unanimous.
