June 2018 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:02 p.m. June 13, 2018.  Following the Pledge of Allegiance, roll call was taken.  PRESENT: Thomas Stinnett, Kate Brandes, Ed Bartosiewicz, Ann P Moyer and Mayor Stokes.  ABSENT: Rodney Scott.

Brandes motioned to approve the minutes from May 9, 2018. A. Moyer Seconded.   Unanimous.

CORRESPONDENCE:  

Letter dated June 5, 2018 was received from Velocitel- complete wireless solutions. S. Masteller will get more information and report back to Council.

Letter dated June 6, 2018 was received from Teri Lewis, Tinicum Township Manager.  Requesting Fire Police for Tinicum Art Festival in July.  E. Bartosiewicz motioned to approve A. Moyer seconded unanimous.

REPORTS:

President –nothing to report.

Mayor Mayor Stokes reported to Council that he performed 2 weddings, one at the Easton State Theatre.  Mayor Stokes spoke to the PA State Police in reference to a few situations happening in the Borough.

COMMITTEE REPORTS:
Community Affairs-

Ann P Moyer called the meeting to order at 7:02 pm on April 18, 2018 at the Riegelsville Borough Hall.

Members Present:  Ann P Moyer, Ed Bartosiewicz, Kate Brandes, Rodney Scott and Tom Stinnett.

Others Present:   Jim Kopchak, Borough Zoning Officer, Frank Preedy, Riegelsville EM Coordinator and Sherry Masteller, Borough Secretary.

Concerns from citizens:   3- Borough residents.

Katharyn Birgfeld, Borough Resident discussed with Council her plans for “The Riegelsville Walking Tour” the retelling of the over 200 Year old history of our little town on the Delaware. Katharyn has been researching how to bring the community together in building this tour to be the best it possible can. Council looked over her handout and one council person asked if this was going to be a business? Katharyn has contacted her insurance agent to ask questions. Katharyn did explain there would be a ticket/reservation charge and with that some local businesses will give specials/some type of discounts to the ticket holders. Council agreed to the groups parking in the Borough parking lot and using the facilities. Council will look over her proposal plans and get back to her if they have any questions.

Discussions:

Zoning: Jim Kopchak, Borough Zoning Officer reported to Council May report:

  • 2 Building permits: Commercial fit-out, Electric.
  • 4 Zoning permit: 2 Re-Roofing, Fence, Shed 10×16.
  • 113 Delaware Road- Complaint from a tenant in reference to the apartment’s property maintenance.  Violation notice is pending.

Library News: Borough office received the April 2018 Directors report, the minutes have been filed in the Borough office.  Joann Walsh, Library Board President reported to Council the following:

  • New Bissell vacuum was purchased.
  • The filming for the movie made by the DeSales students was completed on April 22, the library will be receiving a copy of the film.
  • Program planning for summer reading is underway!
  • Cooper Mechanical will be performing the annual AC check on May 22, 2018.

Proposed Walking Trail: No update.

Fire Co. News:

  • Next Breakfast is May 20.
  • Roast Beef Dinner June 2.

Riegelsville Enhancement Committee News:

  • Next meeting is May 23.

UBREMS News:

  • Nothing to report.

Rec Board News:

  • 2 girls Softball teams and 1 Men’s adult baseball team will be using the fields at the Borough Park.
  • There are 4 pavilion rentals June & July so far.
  • The backstop tarp came in, now they just need to install it.

Riegelsville Emergency Management:

  •  Frank Preedy reported to Council that June 2, 2018 they will have a meeting.
  • If there is a warming station in the Borough the Bucks County EOC would like to know.

Riegelsville Planning Commission: 

  • No meeting in May.

Utilities-

Rodney Scott called the Utilities meeting to order at 7:38 pm at the Riegelsville Borough Hall.

Members Present:   Rodney Scott, Ed Bartosiewicz, Kate Brandes and Anne P Moyer.

Others Present:   Jim Kopchak, Borough Zoning Officer and Sherry Masteller, Borough Secretary.

Concerns from Citizens:  3 borough resident.

Discussions:

Mowing was completed at the Reservoir and the Borough Building.

The borough office has been receiving updates from Met-Ed due to the Storms starting May 17, 2018.

We are waiting for return emails from Mike Sullivan in reference to Aqua NJ usage of the water and the cistern inspection priority list. Remarks: M. Sullivan contacted Aqua NJ and they will be working on a solution so they don’t continue to release water into the Delaware River.

Borough street sweeping is set for Monday May 21, 2018.

Council discussed the Borough Park survey plan with Property owner, Regan Wilson in reference to the

Property lines.

Craig Cardone contacted the Borough office about the drains on 611 filling up and then going into his basement.  M. Brady is aware of this issue and will contact Penn DOT for guidance.

There has been a complaint about a disabled car on Sycamore that has not moved for a very long time and none of the neighbors know who it belongs too.  The State Police will need to be called to verify to whom the vehicle is registered.

Masteller has been in contact with the Pohatcong Police Chief in reference to the truck signage for the Delaware River Bridge. They will also contact the NJ State Police too since they have jurisdiction at the bridge too.

Streets & Properties:

Ed Bartosiewicz called the meeting to order at 7:01 pm on June 6, 2018.

Members Present:

Ed Bartosiewicz, Ann P. Moyer and Tom Stinnett.

Others Present:

Mayor Stokes and Sherry Masteller-Borough Secretary.

Comments from Citizens:   4 Borough resident present, no comments.

Discussions:

  1. Stinnett and Paul Servantes have been working with Brian Greene with the D & L Highlands to get a Small Riegelsville Trailhead sign has been delivered. The picnic table has been ordered from Paolini’s, Oxford Diabetic will be donating the table.

The Borough office received a formal complaint in reference to the property at 417 Easton Road, a letter will be sent to the property owner in reference to the concerns.

The Borough Boiler will be inspected again on Tuesday June 12, 2018.

June 14, 2018 at 7pm there is a Zoning hearing for 336 Delaware Road- the hearing is to consider a request for the variance needed for relief from the Riegelsville Zoning Ordinance #222, Article V, Section 502 (b), maximum impervious surface requirements, in order to replace an 8’x8’ storage shed with a 10’x12’ storage shed.

Council received an invitation to Hershel “Woody” Williams, Medal of Honor Foundation on Saturday June 9th, 2018 At Washington Crossing National Cemetery.

Finance:

Tom Stinnett called the meeting to order on June 6 at 7:29 pm at the Riegelsville Borough Hall.

Members Present:

Tom Stinnett, Ed Bartosiewicz and Ann P Moyer.

Others Present: 

Mayor Stokes and Sherry Masteller-Borough Secretary.

Comment from Citizens:   4 Borough residents, No Comments at this time.

Discussions:

The Borough received a quote for putting “Indow” Window inserts in the windows in the Borough building. Council also discussed getting a quote for new windows and for adding storm windows to the current windows.

House plans for the vacant ash lane lot were dropped off for the Zoning office on Friday June 1. Riegelsville Planning Commission had a meeting June 4 and looked over the plans and noticed it was missing

E & S application from Bucks County.

The Borough received a quote for annual generator maintenance for the Borough Hall Generator.

Council discussed and said to add to the Council agenda on June 13, 2018.

Council looked over the finances.

UNFINISHED BUSINESS:  

            Approval of check $2,224.00 to W. Dowd Excavating LLC for emergency curb stop replacement at 203 Easton Road. K. Brandes motioned to approve E. Bartosiewicz seconded.  Unanimous.

Approval of $471.60 to P3 Generator Services for repairs to the Well 3 Generator. A. Moyer motioned to approve E. Bartosiewicz seconded.  Unanimous.

Approval of Winter Maintenance agreement with PennDot. $127.68. E. Bartosiewicz motioned to approve A. Moyer seconded.  Unanimous.

Approval of Resolution R-02-18 “Reappoint Allen Madnick as member of the Zoning Hearing Board. E. Bartosiewicz motioned to approve A. Moyer seconded.  Unanimous.

Approval of $882.00 to P3 Generator Services, Annual Maintenance agreement for Borough Generator. A. Moyer motioned to approve K. Brandes seconded.  Unanimous.

Approval of $ 2,120.00 to M.L.Scott and Sons, stair rail proposal at 611 end of Borough hall sidewalk. E. Bartosiewicz motioned to approve K. Brandes seconded.  Unanimous.

Cowan Associates presented Council with 2 quotes for Ash lane paving restoration administration services and Ash lane water project administration services.  Council tabled the quotes.

NEW BUSINESS:  

            Matt would like to purchase a Stihl 22’ or 24’hedge trimmer, Council discussed and suggested that Matt get other quotes from different manufacturers.

            There is a dead evergreen tree on the front lawn of the Borough building that needs to be taken down. Sherry was concerned with the other living evergreen is growing too close to the maple tree.  Council suggested that when the dead tree is taken down the tree company could trim the others too.

 APPROVAL OF BILLS:  A. Moyer motioned to approve bills.  E. Bartosiewicz seconded.  Unanimous.
