President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:04 p.m. April 11, 2018. Following the Pledge of Allegiance, roll call was taken. PRESENT: Thomas Stinnett, Kate Brandes, Ed Bartosiewicz, Ann P Moyer , Rodney Scott and Mayor Stokes. Scott motioned to approve the minutes from March 14, 2018. E. Bartosiewicz seconded. Unanimous.

Open Space trail project.
Email dated April 6, 2018 from Riegelsville EM Deputy-Mike Myers resignation from the team.
REPORTS:

Mayor – Mayor Stokes reported to Council that he was invited to attend Thursday April 5, 2018 Trenton Thunder Baseball game with local Mayors. Mayor Stokes got the field ready for his Men’s Baseball team “Riegelsville Reds”.

Ed Bartosiewicz called the meeting to order at 7:02 pm on April 4, 2018.

Discussions:
Stinnett and Paul Servantes have been working with Brian Greene-D & L Highlands to get a Small Riegelsville Trailhead sign to put near the foot bridge. They are also working on the DCNR for a floating dock boat launch in Riegelsville.
Council discussed the tabled Ordinance #239 in reference to the Section 2 of Ord. 135 consumption of alcohol on Borough owned property, S. Masteller will contact the Borough insurance for more information.
Borough Hall Building had the yearly state inspection on the boiler and the low water cut off needed to be replaced. S. Masteller will contact Kenderdine’s to replace the part and get the paperwork to the inspector.
Masteller suggested the Borough Council visit the apartment to see the progress. The appliances should be in by Friday April 13. Remarks: The appliances were delivered today April 11.
Borough Resident, Kim Monteverde sent the Borough an email on March 21, 2018 with her personal concerns with the proposed walking trail. The email will be added to the April 11, 2018 Council agenda.
Ed asked if S. Masteller could look into why the damaged Met Ed pole on the corner is still tied to the new pole that they replaced. The pole may have RCN, Service Electric and Verizon still attached to it.
Ed asked if the Borough office heard anything about the bamboo hanging down on 611 at 719 Easton Road during the snow storm. S. Masteller will check with Penn Dot to see if they have sent another letter to the property owners of 719 Easton Road in reference to bamboo. S. Masteller will send 719 Easton Road another Bamboo ordinance violation. 503 Easton Road will be inspected to see if they put the barrier in for their Bamboo issue.
Ed asked S. Masteller if I had heard when Mike Kummer was coming back to work on electric boxes in the library. S. Masteller will check on this.
Finance:
Kate Brandes called the meeting to order on April 4 at 7:44 pm at the Riegelsville Borough Hall.

Discussions:
The plow truck accident on 3/21/18 came back as a denial from Geico now the Borough’s EMC insurance will take over.
Council received a quote from S & M Services for new bilco basement door & widening the current sidewalk to the front entrance of the Library. Council agreed to add to the April 11, 2018 Council agenda. S. Masteller will contact S & M for a quote to add railing at the stairs to 611 in front of the Borough Hall Building.
The Borough needed to get another lawn mowing company to mow the Borough parking lot on Delaware Hill, C & K Landscaping will do it for the same cost $25.00, and the office has received his certificate of insurance. Council agreed.
Council received 2 quotes from W. Dowd Excavating LLC for Ash Lane & Spring Hill Road water mains to be installed. Council agreed to add to the April 11, 2018 Council agenda.
- Stinnett discussed with Council that there are no changes to the Service Electric cable contract, will be added to the Council agenda on April 11, 2018.
- Masteller will check to see if Matt received valve stem covers for the new Ford truck. Remarks: Matt purchased valve stem covers right after the truck was received.
- Masteller will check with Matt to make sure the small parking lot on Durham Road gets stone as soon as the weather breaks.

Apartment progress: New Stove and Refrigerator was delivered and Monday Lori Campbell will be here to take pictures, signage & ad will be ready next week.
Approval of quote $1808.50 to S&M General Services LLC for a new Bilco Door on South side basement. E. Bartosiewicz motioned to approve K. Brandes seconded. Unanimous.
Approval of quote $3000.00 to S & M General Services LLC for sidewalk replacement at Borough Hall south side to Library. A. Moyer motioned to approve R. Scott seconded. Unanimous.
Approval to Renew Service Electric Franchise agreement. E. Bartosiewicz motioned to approve K. Brandes seconded. Unanimous.
Approval of $1275.00 check to Slack Appliance for New Stove & Fridge for apartment. E. Bartosiewicz motioned to approve A. Moyer seconded. Unanimous.
