November 2016 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:06 p.m. Following the Pledge of Allegiance, roll call was taken.  PRESENT: Thomas Stinnett, Ed Bartosiewicz, Ann Moyer, Rodney Scott. ABSENT: Audrey Kenny & Mayor Stokes.  E. Bartosiewicz motioned to approve the minutes from October 12, 2016. R. Scott seconded.  Unanimous. 

 CORRESPONDENCE:  

Email received dated November 1, 2016, Riegelsville Public Library, Becky Finberg thanking Mayor Stokes for judging during the Halloween Parade.

Email invite for Boy Scouts of America “Good Scout” Dinner December 9th, 2016 Todd Myers is the 2016 “Good Scout”.  T. Stinnett will attend.

REPORTS:

President – Tom Stinnett reported that after the Council meeting on October 26, 2016 there was a half hour executive session in reference to a personal issue.

Mayor Absent.

COMMENTS OF CITIZENS:  On behalf of the Borough Council, S. Masteller presented the Library Quilters Group: Nancy McEvoy, Ponder Goembel, Debbie Jo Mitchell, Elizabeth Weaver, Ann Anderson, Linda Schultz, Ellen Inghrim, Phyllis King, with a special gift for making the Riegelsville 100 year hanging quilt.  A special thanks to the “Friends of the Library” too.

Nancy McEvoy thanked S. Masteller for a great Fall Rollout this year, S. Masteller stated there was a great team of volunteers to make it happen.

COMMITTEE REPORTS:

Community Affairs

Discussions:

Zoning: Jim Kopchak, Borough Zoning Officer reported to Council that three Building permits were

Issued, 1-Re-Roof, 1-Oil Tank removal, 1-commercial alterations.  One Zoning permit was issued for Paver Patio.

The property located at 1255 Durham Road was issued a 90 day TCO so the owners can move in while the rest of the work is completed.  Ongoing: updating fee schedule for 2016.

Library News: S. Masteller, Borough Secretary received the October 2016 Directors report via email.

The minutes are filed in the Borough Office.

Fire Co. News: A. Kenny reported to Council that they served 345 for October 16, Breakfast. They received a grant to offset their debt. The new Special Service truck 42 was lettered.

 Riegelsville Enhancement Committee News: E. Albrecht reported to Council that the next meeting is October 26.  They are working on a 2017 Calendar. The next fundraiser is Boscov’s “Friends Helping Friends” coupons Oct. 18th. More info to follow.

UBREMS News:  E. Bartosiewicz that they did not have a quorum at the October meeting.

Riegelsville Emergency Management: Nothing to report.

Rec Board News: S. Masteller reported that the planning of the Car Show is well underway, show is

November 6, 8am- 2pm.  We would like to put more tables into the pavilion for our spring season.

Riegelsville Planning Commission: T. Stinnett reported to Council that they discussed a

sidewalk/mailbox ordinance.

Utilities

Discussions:

Hydrant flushing Week of October 17-21. Matt reported to Sherry that they will be done tonight (October 19).

During the discussion of crack sealing progress it was brought up that there was an employee conflict and which caused a Borough Employee to walk off the job, T. Stinnett will follow up with that employee in one week.

Streets & Properties

Discussions:

The Road Department finished crack sealing the Borough streets for the season.

  1. Stinnett will correspond to David & Sharon Crooks email and Dave Xander.
  2. Masteller, Borough Secretary attended a District 6 PennDOT meeting. They reported that 40% of the State Roads are in poor condition.  To keep the good roads good they are implementing a 4 year crack sealing program, the cost is $675,000.  They do contract out for the crack sealing due to only having one set of equipment. They are going to be more transparent as to what they are doing, this will help the municipalities.

Finance

Discussions:

The Borough Secretary’s Computer is back from being repaired.

Council discussed the Draft 2017 Budget that will go on the November 9, Council agenda for a vote to advertise.

UNFINISHED BUSINESS:  

Approval to advertise the Draft 2017 Budget. E. Bartosiewicz motioned to approve.  A. Moyer seconded.  Unanimous.

Approval of Resolution R-05-16, Bucks County 2016 Hazard Mitigation Plan update. E. Bartosiewicz motioned to approve. R. Scott seconded.  Unanimous.

Approval of Resolution R-06-16, In support of a citizen’s commission for legislative redistricting and congressional reapportionment. E. Bartosiewicz motioned to approve.  A. Moyer seconded. Unanimous.

NEW BUSINESS:   Council discussed the late charge for the water for 817 Easton Road, due to the circumstance Council agreed to not charge the property owner.

APPROVAL OF BILLS:  R. Scott motioned to approve bills.  E. Bartosiewicz seconded.  Unanimous.
