March 2016 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:00 p.m. March 9, 2016. Following the Pledge of Allegiance, roll call was taken.  PRESENT: Thomas Stinnett, Ed Bartosiewicz, Audrey R Kenny, Ann P Moyer, Rodney Scott and Mayor Stokes. A. Moyer motioned to approve the minutes from February 10, 2016.  R. Scott seconded.  Unanimous. 

CORRESPONDENCE:  

Letter dated February 2016 from Boy Scout Troop 27, thanking the Fall Roll Out Committee for their donation to the Troop.

Letter dated February 16, 2016 from JoAnne Walsh, Riegelsville Public Library President, requesting the appointment of Stephen Shlyen, CPA to the Library Board of Trustees. E. Bartosiewicz made a motion to appoint Stephen Shlyen, A. Moyer seconded. Unanimous.

Letter dated March 2, 2016 from Bucks County Department of Health, in reference to the West Nile Virus program. Council unanimously granted permission to treat the municipal properties for mosquito control to help reduce the spread of the West Nile Virus.

Email dated March 4, 2016 from Rick Dalton, Park Manager for PA-DCNR. Rick will be leaving and has taken a new position as manager of the Tuscarora State Park Complex in Schuylkill County\

REPORTS:

President – Nothing to report.

Mayor – Mayor Stokes reported to Council that he spoke to Matt about contacting   Performance Tire for the backhoe back tires.  Mayor Stokes helped a few fishermen that where trying to find a good place to fish from in the Borough. Mayor Stokes contacted Met-Ed about the deteriorating and leaning pole at Durham & Delaware Road, Met-Ed stated that it did not need to be replaced.

 

COMMENTS OF CITIZENS:   One Borough resident present. The streetlight near 418 Easton Road is going off and on.  Sherry will contact Met Ed to get it fixed again.

Zoning: Jim Kopchak, Borough zoning officer reported to Council that 2 Building permits were issued

1-Deck and 1-re-roof.  Council approved the “Draft Ordinance #233 adopting the 2012 Edition of the International Property Maintenance Code” for advertising and then will be added to the March 9, 2016 Council agenda for a vote.  Draft fee schedule has been forwarded to the Borough Engineer for review also.

Library News: No representative was present. Sherry received the Directors February 2016 report via emailed.  AARP will be helping residents with tax help this year on Fridays, Feb to April. State and Federal tax forms are slowly arriving at the library. We continue to print out forms for people if we do not have the form they need. The State Aid report is done, we are waiting for the audit to be completed to then send it to Doylestown with all the other reports to be checked and then sent on to Harrisburg. The State Aid check has been received for this year. The library was closed on Saturday January 23 because of the snow storm.

Estelle Bloom and Terri have finished working on printing the individual envelopes that are sent out for the annual letter. Nancy McEvoy is working on the flyers that are included with the letter sent out. The letter still needs to be written. We have received museum passes for the America on Wheels Museum. Passes were donated by the museum. A “Thank You” note has already been sent. Multiple contacts are out to other museums/points of interest to obtain passes.

The website was extensively updated on 1/30 with upcoming spring events and a new virtual tour of the library. Work on the mobile site continues.

Upcoming programs for February: YA Book Club 2/2; St Peter’s Preschool Story Time 2/11; Valentine Design Program 10am -12pm; Visit to Care-a-Lot 2/18.

Ann added that Council received the letter from the Library to appointment of Stephen Shylen, CPA to the Library Board of Trustees, this will be added to the March 9, Council Agenda.

Fire Co. News: “Fish Fry Friday” February 12 served 185. Next breakfast February 21, 2016, 8am to noon. Easter Flower Fundraiser is March 24, 25 and 26 at Antique Haven.

Riegelsville 100 Year meeting news: Meet on February 15, 2016, next meeting March 7, 2016 at 6pm.

Celebration will be Saturday May 21, rain date Sunday May 22, at the Borough Park. Time 3-11pm. Events: Parade, Welcome ceremony, Chili Cook-off, Live music/games/food, Movie under the stars. Fundraising Mugs/T-shirts. Remarks: During the meeting on March 7, the date has been changed to June 25th, 2016.

           Riegelsville Enhancement Committee News: Next meeting is Wednesday February 24, 2016 at 7pm, Borough Hall. The Hoagie fundraiser made $150.00 profit & $235.00 in donations. There is a June bake sale planned.

UBREMS News: 2015 year-end reports BC Emergency Health Services were received.

Riegelsville Emergency Management: Nothing to report.

Rec Board News: next meeting March 8, 2016, 7pm Borough Hall. Rodney reported that so far there is

62 girls softball signed up. T-Ball flyers just went out and put on social media.

Riegelsville Planning Commission: No quorum for the February 1, 2016 meeting.

State Police: Stats from January 2016 was received.

We received 2015 Traffic Signal Maintenance calls year-end report from Armour & Sons.  Sherry will check with Fred Herb, division manager of Armour & Sons what size generator is needed for the Traffic light.

PennDOT is starting a project that will collect data collection phase and would like to add the Borough Traffic light to this project. Sherry will gather more information from PennDOT and Armour & Sons.

Barry Hoffman, Electrician will be doing the complete bid project for Well #3 & Reservoir so the new estimates will be added to the March 9, 2016 Council agenda for approval. The job will be started around the very end of March, 2016.

Tilley Fire Equipment Company will need to replace 5 Fire extinguishers during their inspection in the next few months.

Todd Myers, Borough Engineer gave Council info for fuel containment to put at the Borough garage.

Council will continue looking at all the available options.

Streets & Properties:

Sherry asked Council if they wanted to do street sweeping again this spring, Council asked Sherry to get this year quotes.

Sherry reported to Council that the Rec Board is getting quotes for the lawn care at the Borough Park.

Matt is getting quotes for rear tires for the loader, Mayor Stokes suggested call John Scott at Performance Tire in Bloomsbury NJ.

Durham Historical Society would like to use the meeting room for a presentation on Lenape Indians April 24th, 2016 at 2pm. Sherry emailed them the room rules & regulations that need to be filled out.

Ed gave Sherry another contact for painting the smaller fire escape.

Sherry left a voicemail with Bill Sadow to see when he is going to replace the front railing. Council approved the project June 2015.

Ed ordered slate for the Borough building the cost will be added to the March 9, 2016 Council agenda.

Ed discussed with Council a possible road paving project this year.

Finance:

Discussions:

Council discussed moving the Plegit Savings accounts to our local Penn Community Bank, Sherry will add this to the March 9, Council Agenda.

Bucks County Borough Association sent an invite to their General membership dinner meeting on March 29th, 2016, Tom and Ann are going to attend.

Per capita tax bills and County/Borough tax bills were mailed out.

Council looked over financials.

 UNFINISHED BUSINESS:

Approval of Proposed Ordinance #233 adopting the 2012 Edition of the International

Maintenance Code. R. Scott motioned to approve. E. Bartosiewicz seconded. Unanimous.

            Approval to not exceed $1200.00 for new slates for the Borough roof. R. Scott motioned to approve. A. Kenny seconded. Unanimous.

Approval of additional $820.00 Barry Hoffman for Well #3 Chlorine alarm installation. A. Moyer motioned to approve. E. Bartosiewicz seconded. Unanimous

Approval of additional $1435.00 Barry Hoffman for Reservoir Chlorine alarm & dialer. E. Bartosiewicz motioned to approve. A. Kenny seconded.  Unanimous.

Approval to move the Borough Plegit savings accounts to Penn Community Bank. R. Scott motioned to approve.  A. Moyer seconded.  Unanimous.

 

NEW BUSINESS: Kenny thanked Matt Brady for filling the holes in the Borough Alleys.

APPROVAL OF BILLS:   E. Bartosiewicz motioned to approve bills.  A. Moyer seconded.  Unanimous.

Borough office is closed Friday March 25, 2016 “Good Friday”.
