R. Scott and S. Masteller were contacted and the Engineer sent a letter to the Contractor.

COMMENTS OF CITIZENS: Please state your name, you have 3 minutes to speak. 9-Borough residents present on Zoom.

Maureen Woerner asked if she could receive the May recording since she couldn’t get in the meeting. S. Masteller will email that to her.

Borough Resident Kim Marciano-Hankinson requested comment “Parking issue on Court Lane”. Kim spoke to Council that she contacted S. Masteller about 7 months ago with a concern that her neighbor is parking on Court Lane and Emergency vehicles cannot get thru. S. Masteller told her she sent 2 letters.

Kim continued to say that she took her bumper off her new Mercedes trying to get out of her driveway. If people can park on any road then it will be a huge problem. Council and Treasurer discussed that a NO Parking Ordinance would need to be done not just No Parking sign. There is a lot of expense to do a new Ordinance- Engineering study, Solicitor fees, and Advertising fees. A. Moyer made a motion “To look into an ordinance for No Parking on Elmwood Road, Bidwell Lane and Court Lane”, R. Scott seconded Unanimous.

Bryan Schapley sent a chat: Firetrucks cannot make that turn and Ambulances can make the turn. Are you seriously talking about people parking where they have been parking for 50 years?

Tammy Macaluso sent in a chat: Emergency vehicles go the resident’s street address.

COMMITTEE REPORTS: No Committee meetings due to the Covid-19 pandemic.

ESSENTIAL BUSINESS: Approval of pay request #2 (Stone Trail) recommendations from Cowan Associates $36,380.82 to Charlie Nansteel Tree & Excavation. E. Bartosiewicz motioned to approve and K. Brandes seconded. Unanimous.

“Notice of intent to award” from the recommendation of the Cowan Associates to award low bidder for the Library Restoration project. T. Stinnett stated that the actual low bidder withdrew his bid and the next bidder was $60,000.00 more than our budget with the Grant. Rodney motioned to reject all the bids that where received, E. Bartosiewicz seconded Unanimous. T. Stinnett stated the Engineer will redo the bid and take out the Masonry part and put it out to rebid. Council agreed to the rebidding.

There is no need to vote on this since Council rejected the bid. “Borough Council approves (with recommendation from Cowan Associates) Sherry L Masteller- Borough Secretary to sign “notice to proceed” Trail documents outside of a scheduled Borough Council meeting”.

M. Brady would like to do Hydrant flushing 6/22-6/25 since it was not done in May due to the recent water work and the pandemic. Council agreed that was a good time.
