April 2015 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:000p.m April 8, 2015. Following the Pledge of Allegiance, roll call was taken.  PRESENT: Edward Bartosiewicz, Rodney Scott, Thomas Stinnett, Kathleen Weiss and Mayor Stokes.  ABSENT: Rich Pursell. K. Weiss motioned to approve the minutes from March 11, 2015 Council Meeting R. Scott seconded.  Unanimous. 

CORRESPONDENCE:  

Letter was read dated April 1, 2015 from Beth Banko, President of the Riegelsville Public Library Board of Trustees request approval of Cheryl Bade.  E. Bartosiewicz motioned to appoint Cheryl Bade to the Riegelsville Library Board of Trustees. R. Scott seconded.  Unanimous.

            Stephen Shlyen, Borough Auditor filed the DCED reports and will have the written audit report and invoice next month for the Council meeting. 

REPORTS:

President – Tom Stinnett reported that this Saturday April 11, Clean-up on the Canal from Mueller’s to Indian Rock Inn.  Also the Riegelsville Borough Park is having a clean-up on April 11 at noon, come out and volunteer.

Mayor – Nothing to Report.

COMMENTS OF CITIZENS:  One Borough resident present. No comments to report.

COMMITTEE REPORTS:

Community Affairs:

Concerns from citizens:  No Borough Resident were present.

Discussions:

Zoning: Jim Kopchak, Borough zoning officer reported to Council that one Building Permit was issued:

Stair Glide.  Jim will contact the attorney for #530 Easton Road for an update on finishing the soffit and fascia.  Fire hazard complaint was reported for #116 Cedar Road, Jim sent a violation notice on March 4, 2015.  410 Easton Road was sent a Zoning Hearing Board application since the property owner is going to appeal the enforcement letter. Bucks County (FIRM) Maps went into effect on March 16th, 2015.

Library News: Julia Sefton introduced to Council Cheryl Bade, candidate for Library Board. The next event will be the Annual Egg Hunt at the Borough Park on Friday April 3, Sponsored by the Library and Recreation Board. Library Fair/Book sale is May 8, 9 and 16. The Yearly Fundraiser envelopes have been sent out. Little Library is complete just needs to installed near the Post office.

Emily French, United Way Representative discussed with Council the purpose of the Open to the public round table meeting at the Borough Hall tomorrow night March 19. The purpose is for the residents to discuss the positive and negative things within the Community.

Fire Co. News: Ed reported that the March 15 Breakfast served 350. During the Friday Fish Fry’s they serve around 140 to 150. Auxiliary Flower Sale is April 2, 3 and 4 at Antiques Haven. Homemade Turkey Croquettes fundraiser are 4 patties for $6.00 sold during Fire Co events.

Riegelsville Enhancement Committee News: Next meeting March 25.

Riegelsville Emergency Management: Frank will be dropping off the Hazardous Mitigation Seminar

information to the Borough office.

            UBREMS News: Ed reported to Council that the Payne Grant was denied but they are reapplying.

They are looking to replace 2 in service Ambulances.

Rec Board News: Rodney reported that the paving of the sidewalk at the park should be done within the next 2 weeks. There will be 1 T-Ball team and the girls’ softball will be joining the new league.  Basket Bingo is set for Sunday April 26.

      Riegelsville Planning Commission: No March meeting, next meeting is April 6.

Utilities:

Comments from Citizens:  no one present.

Discussions:

Ed reported that Barry Hoffman, Borough Electrician is looking into an alternative to the Well #3 phone alert system. Barry will also be putting in the auto generator adaptor.

Kathy asked when the propane tanks are going in at the Borough Hall Office Generator and are they going above ground or underground.  Rodney reported that as soon as the ground thaws they will install the tanks.

Council discussed the generator adaptor at the traffic light that needs to get a generator to hook to it during power outages.  Jim Kopchak thinks that Warwick Township uses a 3500 Watt generator for their traffic light.

Kathy reported that there is still a light out at the pedestrian bridge.

Streets & Properties:

Comments from Citizens:  Greg Ort, Borough resident came to the meeting to report that his band would not be practicing at his home located at 410 Easton Road, they have finally would another place to practice.

Discussions:

A Borough resident asked Sherry if the alleys could be oiled & chipped. Rich stated that the Bucks County Conservation District offers grants plus classes that someone would need to attend. Rich will get the information to Sherry.

Mayor Stokes asked if anyone has heard what Mr. Weiss is doing with the fallen wall at the old barn. No one had any information so Mayor Stokes will give him a call.

Rich suggested we get a quote for street sweeping since it was put in the budget. Sherry will get the quotes and add them to Council Agenda on April 8, 2015.

We received the updated quote from Philo Insulation for insulating the Borough garage. Rich will talk to Matt about what was discussed when Rodney and Rich met.

Matt has been working on filling potholes on the Borough roads and also alleys.

Finance:

Comment from Citizens: No One present

Discussions:

We received a quote from Lawco Inc. to recalibrate all 3 well’s meters for $2,170.00.  Sherry will add to the April 8, Council agenda.

Sherry spoke to Armour and Son’s Electric in reference to the traffic light blinking after a power outage.

Fred suggested we contact them to see if there is a code that will tell them if something needs to be fixed.

Sherry will send another letter to the State Police that states when the traffic light is out to contact Sherry to see if it is a power outage.

Council looked over the financials.

UNFINISHED BUSINESS:

Approval of Lawco Inc. quote for up to $ 1720.00 to calibrate the meters at the wells. R. Scott motioned to approve. E. Bartosiewicz seconded.  Unanimous

            Approval of quote from Reilly Sweeping for $1920.00 to sweep the Borough roads for 2 days. E. Bartosiewicz motioned to approve.  R. Scott seconded.  Unanimous.

            Council discussed the proposed lot lease for Craig Cardone’s property.  T. Stinnett spoke with Craig and due to the cost of his insurance, Craig offered to sell to the Borough the property for $13,000.00.

  1. Bartosiewicz motioned to purchase the property for $13,000.00 plus the Borough will cover the closing cost. R. Scott seconded. Unanimous.

NEW BUSINESS: 

Sherry Masteller will be attending the Bucks County Consortium May 7, 2015 at Middletown Township, Langhorne, PA.

Primary Election May 19, 2015.

 

           

APPROVAL OF BILLS:   K. Weiss motioned to approve bills.  E. Bartosiewicz seconded.  Unanimous.
