January 2020 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:02 p.m. January 8, 2020.  Following the Pledge of Allegiance, roll call was taken.  PRESENT: Thomas Stinnett, Ed Bartosiewicz, Ann P Moyer, Rodney Scott, Mayor Stokes, ABSENT: Kate Brandes.   Mayor Stokes issued the oath of office for newly elected Council Member, Ann P Moyer. Bartosiewicz motioned to approve the Council minutes from December 11, 2019, Moyer Seconded.   Unanimous. Bartosiewicz motioned to approve the Council Re-org minutes from January 6, 2020, R Scott seconded. Unanimous.

CORRESPONDENCE:  

Letter was read dated December 18, 2019 from Jason Anderson, Borough resident. Riegelsville Planning Commission Letter of intent.

Letter was read dated December 31, 2019 from State Representative Wendy Ullman, support letter.

Letter was read dated January 1, 2020 from Robert Ryan, Borough resident. Riegelsville Planning Commission Letter of intent.

Email received January 2, 2020 from Tom Stinnett, Riegelsville Planning Commission annual report for 2019.

Email received January 7, 2020 from Penn Community Bank, selling its insurance division.

REPORTS:

President- T. Stinnett said “Welcome to the New Year”.

Mayor-Mayor Stokes reported to Council:

  • Received a call from Borough resident about a Street light that was out, contacted S. Masteller at the Borough office. Sherry stated that M. Brady already reported it and a fax was sent to Met-Ed. Met-Ed tries to fix the problem in about 36 hours.
  • Received a call to ask about hunting on a property that is not in Riegelsville Borough, he said to call the Property owner directly.
  • Thank you to M. Brady for fixing the light on the American Flag.

COMMENTS OF CITIZENS:  Two Borough Residents present, Robert Ryan & Maureen Woerner. Woerner stated to Council that she wondered why the Council minutes where short and didn’t say why 60 people showed up so her father (Mr. Sweeney) came into the Borough officer and said to S. Masteller, Borough Secretary that he saw on the Council minutes that the stenographer’s transcript in the permanent minutes. My father was told they could not be released and he would need to contact the Stenographer to get them. S. Masteller stated that is what she told him and she also stated she received the certified copy and that copy can be viewed in the Borough office but not copied. She stated her father already paid for the transcript. T. Stinnett stated that all questions go through the Solicitor. R. Ryan stated he gave the office “Right to Knows” asking for copy of those minutes too. S. Masteller replied she just finished those today and you requested them to be emailed so they will be sent tomorrow. Ryan stated he knows the Borough Code and Sunshine laws and tax payer money was used to get the stenographers copy and he should get one too. R, Ryan stated this is suppression. T. Stinnett stated the Borough office is doing what the Solicitor suggested just to view them. Woerner stated the borough Secretary should have called her father back when she found out they could be viewed. M. Woerner stated she doesn’t understand why Council meetings are so hostile. A Moyer stated how can we get on the same page on the day to day running of the Borough office, suppression is a very harsh word.

COMMITTEE REPORTS: No meetings due to Holidays.
UNFINISHED BUSINESS:

Approval of Resolution R-01-2020 “Reappoint David Masteller as member of the Zoning Hearing Board & Michael Walsh – Alternate of the Zoning Hearing Board”. E. Bartosiewicz motioned to reappoint and R. Scott seconded.  Unanimous.

Approval for additional $13,488.50 to Keystone Grant project. A Moyer motioned to approve and E. Bartosiewicz seconded.  Unanimous.

Approval to advertise the amended 2020 Budget.  The will be added to the February 12 Council agenda. R. Scott motioned to approve and A. Moyer seconded.  Unanimous.

NEW BUSINESS:

Approval of the “2019 Exoneration list for per capita tax”. E. Bartosiewicz motioned to approve and A. Moyer seconded.  Unanimous.

Approval of “2019 unpaid per capita tax accounts”. R. Scott motioned to approve and E. Bartosiewicz seconded.  Unanimous.

Tax Collector’s 2019 Lien summary report was filed this week to Bucks County Tax Claim. Approval to waive the zoning fee for St John’s UCC new chairlift application.  E. Bartosiewicz motioned to approve and A. Moyer seconded.  Unanimous.

 

 

 

 

 

APPROVAL OF BILLS:  A. Moyer motioned to approve bills.  R. Scott seconded. Unanimous.

Borough office is closed January 20, Martin Luther King Jr. Day.
