September 2019 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:05p.m. September 11, 2019.  Following the Pledge of Allegiance, roll call was taken.  PRESENT: Thomas Stinnett, Ed Bartosiewicz, Kate Brandes, Ann P Moyer, Rodney Scott and Mayor Stokes. Moyer motioned to approve the Council minutes from August 14, 2019. K. Brandes Seconded.   Unanimous.

CORRESPONDENCE:  

            Letter from Robin M Robinson-BC Recorder of Deeds thanked the Borough Council for the Donation to “Adopt a Book” program.

Letter dated August 27, 2019 from Rebecca Finberg- Riegelsville Public Library, Youth Services Coordinator asking for a volunteer to judge at the Halloween Parade on October 26, 2019 at 11am.  So far Beth Banko and Ann P Moyer have volunteered. Bob Ryan offered to Judge, he will talk to Rebecca.

Riegelsville Enhancement Committee presented Council with their landscape budget and proposal with plot plan of flower bed Appx. $ 682.00.  E. Bartosiewicz motioned to approve the proposal and K. Brandes seconded.  Unanimous.

REPORTS:

President – T. Stinnett reported that Council had a 30 minute Executive session at 6:30 pm in reference to litigation, William Dudeck, Borough Solicitor was present.   T. Stinnett said please remember those that lost their lives on September 11, 2001 and their families.

Mayor Mayor Stokes reported to Council that his men’s league won the semifinals and will have a home game Saturday September 14, 2019 at 3:30.  Mayor Stokes reported a tree down on 611 near 429 Easton Road.

COMMITTEE REPORTS:

Community Affairs-

Ann P Moyer called the meeting to order at 7:00 pm on August 21, 2019 at the Riegelsville Borough Hall.

Members Present:  Ann P Moyer, Ed Bartosiewicz and Kate Brandes. Absent: Tom Stinnett, Rodney Scott and Mayor Stokes.

Others Present:   Jim Kopchak-Borough Zoning Officer, Frank Preedy-EMS Coordinator and Sherry Masteller-Borough Secretary.

Concerns from citizens:   No one present.

Discussions:

Zoning: Jim Kopchak, Borough Zoning Officer reported to Council August 2019 report:

  • Permits: Building permits: 1-Garage Conversion to studio/Den, 1-New Sliding doors, 1- Fireplace inserts (2), 1- Pool Demo, 1-Attic Reno, 1- HVAC and Mini Split. Zoning permits: 1-Parking area/driveway, Deck/UCC exempt.
  • Enforcement Activities
  • 530 Easton Road- Violation was granted extension for August 8, 2019.
  • 715 Durham Road- Stop work order. No update.
  • 1275 Durham Road- Stop work order. Owner paid for the Flood plain review tonight.

Library News: Borough office received the July 2019 Directors report, the minutes have been filed in the Borough office.  Estelle Bloom, Secretary-Library Board Trustee highlighted the July Directors report to Council.

  • The children’s “Summer Quest & Science in the summer” was a big success.
  • The Historical Deed Books where available for the public viewing and approximately 25 people viewed them.
  • Brew fest is set for Saturday September 28, 2019, planning is underway.
  • Estelle reported to Council that Margaret Fritz has joined the Library Board of Trustee and Sherry told her that Council needs to approve this request.  Estelle also reported that Ken Banko- President, Beth Banko-Vice President, Estelle-Secretary.

Fire Co. News:

  • Breakfast on Sunday August 18 served 200.The Fire fighters had a training on Farm rescue.
  • Annual Pig Roast August 24.

Riegelsville Enhancement Committee News:

  • Nothing to report.

UBREMS News: 

  • No August meeting.

Rec Board News:

  • The men’s Baseball team are still playing.
  • Tru Green is sending a proposal to maintain the infields of both fields.

Riegelsville Emergency Management: Frank Preedy reported to Council that he meet with Army Corp engineer about the storm drains on August 6 for 90 minutes.

Riegelsville Planning Commission:

  • No update since Tom is away.

Utilities-

Ed Bartosiewicz called the Utilities meeting to order at 7:39 pm on August 21, 2019 at the Riegelsville Borough Hall.

Members Present:   Ed Bartosiewicz, Ann P Moyer and Kate Brandes.

Others Present:   Jim Kopchak-Borough Zoning Officer, Frank Preedy-EMS Coordinator and Sherry Masteller-Borough Secretary.

Concerns from Citizens:  No Borough resident present.

Discussions:

  • Matt sent an email to update Council on the curbstops that need to be located and are not on the map and some are inoperable.
  • Sherry is waiting for a proposal from Tru Green-for Arborvitae.
  • “No Right turn ordinance” update- traffic survey was sent to Solicitor from Engineer.
  • What are the rules for motorized bicycles? Sherry will try to find more info and get back to Council.

Streets & Properties-

Ed Bartosiewicz called the meeting to order at 7:00 pm on September 4, 2019 at the Riegelsville Borough Hall.

Members Present:

Ed Bartosiewicz, Kate Brandes, Ann P Moyer, Rodney Scott and Tom Stinnett.

Others Present:

Sherry Masteller-Borough Secretary.

Comments from Citizens:   5- Borough residents present.

Julia Justine and Wendy Breyer (Volunteers on the Riegelsville Enhancement Committee) presented to Council their landscape budget for Borough building- New flowerbeds along fence and parking lot. Appx. $682.00. Council members asked questions about taking care of the beds for years to come. The Volunteered stated they will take care of it or the plants will be moved to different locations and the ground put back to grass.

Discussions:

  • “No Right turn ordinance” update- traffic survey was sent to Solicitor from Engineer. Solicitor will put

together the ordinance and legal ad.

  • Borough Council discussed the street sign location at 251 Linden Lane not final decision yet.
  • Borough Council discussed the PennEast question relating to the Borough wells. Tom was looking for a

recharge area map that he thought was in the Well Protection binder but couldn’t locate it.  Ed said he remembered one, he will look at the binder when he is in the Borough office.

  • Borough office received the quote from Tru Green. Council asked if they put up signs when they apply

the pesticides.  What does the Round # mean on the quote? Sherry will get the answers before Council meeting.  Remarks: The round # is Tru Green’s number for which application round they are on for the year.

 Finance-

Kate Brandes called the meeting to order on September 4, 2019 at 7:43 pm at the Riegelsville Borough Hall.

Members Present:

Kate Brandes, Ed Bartosiewicz, Ann P Moyer, Rodney Scott and Tom Stinnett.

Others Present: 

Sherry Masteller-Borough Secretary.

Comment from Citizens:   No Borough residents present.

Discussions:

  • The Riegelsville Halloween parade is October 26 at 11am. They are looking for one more judge.
  • Start thinking about the Budget items for 2020.
  • Financials will be ready for Council meeting since Treasurer was on vacation this week.
  • Tom asked Sherry to get an update from Todd, Borough Engineer on the Small Parking lot.

Meeting adjourned at 8:05 pm.

Next Finance meeting will be held October 2, 2019 immediately following Streets/Properties at the Riegelsville Borough Hall.

UNFINISHED BUSINESS: Brandes received an email that stated we should hear about the Roofing grant by the end of September.

Borough Engineer emailed an update for Council.

  • Spring hill Water line project should be listed on Penn Bid by the end of September.
  • Trail project should be listed on Penn Bid by end of September.

 

Council discussed the placement of the current road sign at the back yard right of way at 251 Linden

Lane road and council agreed to keep the sign at the current location.

            Approval of Tru Green proposal for 1 application (Insect & disease control) this year $175.00 each- and 1 application of fertilizer (Tree & Shrub) this year $175.00 each. R. Scott motioned to approve and E. Bartosiewicz seconded.  Unanimous.

Approval to advertise Ordinance #241 “AN ORDINANCE OF RIEGELSVILLE BOROUGH, BUCKS COUNTY, PENNSYLVANIA, TO MANAGE ITS RIGHTS OF WAY; ESTABLISHING A RENTAL FEE; REQUIRING INSURANCE AND INDEMNIFICATION; AND CREATING MECHANISMS FOR ENFORCEMENT”.  E. Bartosiewicz motioned to approve and A. Moyer seconded.  Unanimous.

Council looked over the letter of intent for Dannette McClanahan and Margaret Fritz to apply for positions of the Library Board of Trustees.  Dannette as Treasurer and Margaret as board member.  Council was concerned that Margaret’s Husband is currently on the board too as acting treasurer and there is a Mother/Vice President (Beth Banko) & Son/President (Ken Banko) on the Board of Trustees.  S. Masteller-Borough Secretary did remind Council that her husband is not allowed to hold an office on Borough Council or Mayor per the Borough Code.  A. Moyer motioned to approve D. McClanahan as treasurer and Margaret Fritz to the Board of Trustees.  K. Brandes seconded. 

 NEW BUSINESS:  

USDA needs the Borough’s permission to enter the Borough of Riegelsville by signing the “Treatment Release Form-Pennsylvania spotted Lanternfly Cooperative Eradication Program”. T. Stinnett signed the permission document.

 

APPROVAL OF BILLS:  E. Bartosiewicz motioned to approve bills.  R. Scott seconded. Unanimous.

Next regular Council Meeting October 9, 2019   7:00pm.
