January 2010 Council Minutes

President Thomas Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:30 p.m. January 13, 2010. Following the Pledge of Allegiance roll call was taken.  PRESENT:    Edward Bartosiewicz, John Panasiuk, Thomas Stinnett, Rodney Scott, Kathleen Weiss and Mayor Gregory Stokes

E. Bartosiewicz motioned to approve the minutes of the December 9, 2009 Council Meeting and K. Weiss seconded.  Unanimous.

E. Bartosiewicz motioned to approve the minutes of the January 4, 2010 Reorganization Council Meeting and R. Scott seconded Unanimous

CORRESPONDENCE:

A letter dated 12/9/09 was read from Carl Dicker, Borough Engineer updating the public improvements for the Fern Meadows Estates have been completed except for the pipe bollard.

A letter dated 12/11/09 was read from Jennifer Heisey, Appalachian Mountain Club in reference to the great progress since the August 13, 2009 Council meeting.

A letter dated 12/11/09 was read from Bucks County Conservation District in reference to the new application and fee schedule.

A letter dated 12/23/09 was read from Carl Dicker, Borough Engineer in reference to the 2009 paving project to Mr. Gavin McGeehan- Graver Industries dba Barker & Barker Corp.  Barker & Barker is requesting additional payment.

A letter dated 12/30/09 was read from Dave Taylor, Borough Zoning Officer in reference to Mechanics Hall Foundation, LLC Zoning Permit application.

A letter was read from Bucks County Borough Association in reference to the General membership meeting on February 2, 2010.

A letter dated 1/10/10 was read from the Riegelsville Planning Commission in reference to presenting Council their year end report which includes 2009 minutes.

Fax dated 1/11/10 was read from Senator Bob Mensch in reference to the Bucks County Elected Officials on 1/20/10 @ 7:30 am to discuss issues and concerns of our municipalities

Letter dated 1/12/10 was read from Amy Kunkel, Borough Engineering Firm-Spotts, Stevens and McCoy in reference to the final PADOT project completion report.  Council tabled until further information is collected.

REPORTS

President- Nothing to report

Mayor – Mayor Stokes reported that 1212 Easton Road property owner would like to have the alley between Fern and Durham Road plowed sooner since several borough residents have to park their cars in the alley.  T. Stinnett stated that snow removal and salting has a set schedule that all road crews follow with alley towards the end and hills first.

Mayor Stokes inquired to see if the water meter has be replaced at 1103 Durham road yet?  S. Masteller stated that M. Brady has 7 properties to need to have repairs since the meter where read.  1103 is the first on the list.

CITIZENS COMMENTS: Sergeant Vincent D’Angelo- Pennsylvania State Police introduced himself to Council. Sergeant D’Angelo’s location is at the Dublin Barracks.  Sergeant D’Angelo would like to know how his police force could help the Borough.  Mayor Stokes stated that Delaware Road has excessive speeders coming on and off the Canal Bridge.  Sergeant D’Angelo would like to hear from either Council or the Mayor if any issue comes up in the Borough.

OTHER BUSINESS ~

Bucks County Tax Claim Bureau would like to make payment to the Borough via wire transfer for all delinquent tax payments.  Council agreed to this paperless and timesaving process.

Property owner of 1291 Easton Road requested for water shut-off due to foreclosure.  K. Weiss suggested that Bucks County Sheriff should be called to get information on the new property owner. S. Masteller will call Bucks County.

Property owner 821 Durham Road trailer #2 requested in writing to stop paying the water bill since it is does not have a working valve plus is not needed.  Council agreed to have T. Macaluso stop billing.

APPROVAL OF BILLS

K. Weiss motioned to approve bills as listed.  E. Bartosiewicz seconded.  Unanimous.

Meeting adjourned at 8:35 pm.  Next Council Meeting will be February 10, 2010 at 7:30 pm.
