October 2013 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:36 p.m. October 9, 2013. Following the Pledge of Allegiance the roll call was taken.  PRESENT: Edward Bartosiewicz, Rich Pursell, Thomas Stinnett, Kathleen Weiss and Mayor Stokes.  Rich Pursell motioned to approve the minutes of the September 11, 2013 Council Meeting and Ed Bartosiewicz seconded.  Unanimous.

CORRESPONDENCE:  

            Email was read dated September 13, 2013 from Adam Maziuk stating his resignation from Riegelsville Emergency Management.

Letter was read dated September 13, 2013 from Beth Banko, Riegelsville Public Library President in reference to requesting the appointment of Gail Johnson to the Library Board of Trustees.  E. Bartosiewicz motioned to appoint Gail Johnson.  R. Pursell seconded.  Unanimous.

Letter dated September 27, 2013 from James G. Sweeney, PC. Addressed to Riegelsville Planning Commission in reference to the Sweeney-Cillo Poplar Road Lot-Line adjustment.

Letter dated October 1, 2013 from Janet Allen, Eastern Upper Bucks Senior Center thanking the Borough for the $500.00 donation.

Letter from Bucks County Emergency Management Agency, Quarterly training on Thursday October 24, 2013 at 1pm. Council approved S. Masteller to attend the 1pm meeting.

Email dated October 4, 2013 from Marc Troutman, Manager External affairs with Met-Ed inviting Borough Council to a VIP Tour on Tuesday October 29, 2013 10 am – 12:00pm Reading, PA.

Letter Dated October 9, 2013 from Todd Myers, Borough Engineer in reference to Lot # 1 Fairmont Road Building permit plot plan.

 REPORTS:

President – T. Stinnett reported to Council that after September 11, 2013 Council meeting the Council met for an Executive Session for 25 Minutes for possible legal issues.

Mayor – Mayor Stokes reported to Council that he is still getting people complaining about drivers not stopping at the construction stop signs down at the Canal Bridge construction. Joshua Richardson reported to Mayor Stokes that no one has been parking on Delaware Road near their properties. Borough residents reported to Mayor Stokes that the wrong way sign on Maplewood is very hard to read, Mayor Stokes contacted M. Brady and he replaced that sign three weeks ago.

COMMENTS OF CITIZENS: Borough Resident, Elaine Albrecht asked Borough Council how many cars are property owners allowed to have on their property?  S. Masteller will research the ordinance and get back to them.

Zoning:  Kip Clayton reported to Council that 1121 Easton Road has completed the inspections and U&Os for each phase of the work.  Kip is waiting for a completed submittal for Lot #1 Fairmont Road to come into the office, until that time no more of his time will be given.  234 Linden Lane addition is wrapping up, they are in the drywall inspection stage of the project.  141 Delaware Road has countered the notice of violation with multi-page letter explaining how everything is being taken care of.  Kip does see some progress with these violations.

Fire Co. News: E. Bartosiewicz reported to Council that the “Night at the Races” profited about $900.00.  September Breakfast served 323.  Community Dinner is December 7th.

            Library News: Sallie Banko reported to Council the August 2013 Directors report. The next fundraiser is the “Wine & Harvest” on Saturday October 5, 2013 4:30- 7:30pm.  October 1 is the first teen book group at 6pm.  Firefighter Ed will be at the Library on October 3 at 1pm.  They are looking into doing Wellness events in the future.  During the September 9 Library meeting the Board of Trustees unanimously appointed Gail Johnson pending Council’s approval during the October Council meeting.

Riegelsville Enhancement Committee News: Committee is doing the “Friends Helping Friends” fundraiser, 25% off shopping spree at Boscov’s for only $5.00 Coupon for October 22, 2013.

Riegelsville Emergency Management: Borough office received the August 24, 2013 meeting minutes.  Frank Preedy will be attending the Palisades Emergency Management team meeting September 26, 2013 1:30- 3pm.  Remarks: Frank Preedy attended this meeting, the Borough office received the minutes from this meeting on Wednesday October 9, 2013.

            EMS News: Next meeting is the end of the September.

Rec Board News: Fall Ball continues to use the ball fields until October 6, 2013. The next fundraiser is the Car Show on November 3, 2013.

Well #3 Generator update: S. Masteller will contact a different fence Co. since Arbor has not returned her calls. S. Masteller will contact Landis Fence for an estimate on the Well#3 fencing.   Borough office received one estimate for a cement slab for the generator.  R. Pursell gave S. Masteller another contact for a cement contractor.

Miscellaneous: Sherry will be on vacation October 15-18.  Borough Office will be closed Monday October 14, Columbus Day plus 15 and 18. Tammy will be here October 16 & 17, and she will check messages on October 15 & 18.

Streets & Properties:

2013 Street project update: The project is complete and the invoices will be added to Council bills.

Ron Martin, PennDOT 6 Road Maintenance Manager reported to S. Masteller that the curbs on Route 611/Easton Road are not the responsibility of PennDOT.  PennDOT only takes care of top of State owned roads, and not the curbs!

H&K contractors found another 4 inch waterline that they did not know was there.  Dick Meade, Borough water operator suggested that W. Dowd, Excavating check to see if it is wet or not.  W. Dowd is scheduled for October 3, 2013 to investigate and do a wet-tap. Remarks: W. Dowd found a two inch line that was abandoned and they capped it.

 Finance:

New House Building/Zoning permit is ready for Lot#1 Fairmont Road to be picked up.

Council unanimously agreed to purchase a new air conditioner for the Zoning/Tax office.

The rest of the meeting was working on the 2014 Budget.

UNFINISHED BUSINESS:

Approval of check for $2288.59 to Hajoca Corp. (Hydrant for Durham/Ceader Road- Insurance has been notified just waiting on the police report). E. Bartosiewicz motioned to approve.  R. Pursell seconded.  Unanimous.

            Borough to appoint International Salt Company LLC as the Borough’s Salt supplier for 2013-2014 bid of $50.44 delivered per ton.  Rich Pursell motioned to appoint.  E. Bartosiewicz seconded.  Unanimous.

APPROVAL OF BILLS:   K. Weiss motioned to approve and R. Pursell seconded.  Unanimous
