December 2012 Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:35 p.m. December 12, 2012. Following the Pledge of Allegiance a roll call was taken.  PRESENT: Edward Bartosiewicz, Rich Pursell, Rodney Scott, Thomas Stinnett, Kathleen Weiss, Mayor Stokes         . R. Pursell motioned to approve the minutes of the November 14, 2012 Council Meeting.  E. Bartosiewicz seconded.  Unanimous.

CORRESPONDENCE:  

Letter dated December 4, 2012 from James G. Sweeney, P.C. referencing Petition to vacate a portion of a street at end of Poplar Road.

Letter dated December 5, 2012 from Todd Myers, President of Cowan Associates, Borough Engineer was received referencing the Municipal Engineering Services Rates Year 2013.

REPORTS:

            President – Nothing to report.

            Mayor – Mayor Stokes reported to Council that the increase in State Police coverage is working since he has overheard conversations like “be careful going through Riegelsville there are a lot of cops”.

 

CITIZENS COMMENTS:  Borough office will be open on Friday December 14, 2012.

Kip Clayton, Zoning officer, was unable to work at the Borough this morning, December 12, 2012.

S. Masteller will ask Zeau Modig for the results from the Boy Scout Troop #127 Food Drive so the information can be put in the weekly Rville Happenings!.

COMMITTEE REPORTS: 

Community Affairs:

Citizen Comments:  no one present

Zoning:  K. Clayton, Borough Zoning Officer, reported to Council that 650 Easton Road will have a final inspection on the chimney Monday November 26, 2012 at approximately 1-1:30pm. No improvements have been done to 141 Delaware Road. St Peter’s Lutheran Church playground needs to put the caution tape back up until the fence is put up.

            Fire Co. News: E. Bartosiewicz reported to Council that they had 358 at Breakfast on November 18, 2012. FREE Lunch and Dinner was served at the Fire Co. during the power outage due to the “Sandy Storm”. December 16, 2012 is Breakfast with Santa.

            Library News: Margaret Fritz, Library Board member reported to Council that due to “Sandy Storm/power outage the Library was closed on October 30 and November 1, 2012. Next fundraiser is December 16, 2012, 9am-3pm “Cookie Sale & Posh Gifts” with a book signing by Kathryn Clark.  Emergency door update: the door will be planed down and weather stripped. Either a new door will be ordered or the current door will have a panic bar installed. Remarks: Panic bar was added to the current door. M. Brady will be replacing the faucet next week.

            Riegelsville Enhancement Committee News: Next meeting is November 28, 2012 

            Riegelsville Emergency Management: Council would like to have a report from EM Coordinator, Frank Preddy, in reference to the Sandy Storm and when their next meeting is scheduled for.

            EMS News: E. Bartosiewicz attended the monthly meeting and they are still working on resolutions for the decrease in funding for their monthly bills.

      Rec Board News: Once again the Rec Board was unable to sell food at the concession stand during the Kiwanis Car show on Sunday November 4, 2012 due to the power outage.

Matt Brady put together a written procedure sheet for Well #3 Generator and put the paperwork down at Well #3.

Two letters have been sent to property owner at 24 Delaware Road in reference to not having access to the water remote reader for the quarterly reading.  Council discussed this issue and suggested to do an estimated reading and hopefully the owner will call and then the issue could be resolved.

            Borough resident contacted the Borough office to see if the late fees could be removed from their water bill due to the power outage.  Water bill due date was extended from November 1, 2012 to November 15, 2012 due to the storm. Council suggested the resident set up a payment plan. S. Masteller will contact them with this information.

            Council asked S. Masteller to remind M. Brady to bring in his health insurance policy and the State of NJ letter to the Borough Office for review.

 

Streets & Properties:

Discussions:

            Matt Brady called Rich about the Ford Dump Truck control box and Rich gave him a contact number to have it looked at.

            Abbott Paving Construction contacted Borough office asking to be put on the list for any paving jobs.

            Council discussed Matt Brady’s health insurance plan and will continue the conversation during Council meeting.

            Library door has been planed down and awaiting the panic bar so the job can be completed.

Finance:

Discussions:

Jeff Jewell, will be coming to look at the Borough computers on December 13, 2012 at 9am to see how they can be more efficient.

            Federal Surplus program application is complete and will be mailed tomorrow December 6, 2012.

            Spotts, Stevens and McCoy had a meeting to discuss the Open Space park plan and emphasized that the project will be done in a timely manor for the DCNR deadlines.

            PEMA is offering a course “Flood Fight Operations” January 14-16 2013, offered to Emergency managers, public works officials and others responsible for planning, preparing, and managing the response to a flood.  Council would like to know who may be able to go.  S. Masteller will send the EMA team an email with the info.

UNFINISHED BUSINESS:

            Motion to approve a check for $1070.00 to W. Dowd Excavating LLC (deliver and pick-up generator for Well#3). R. Scott motioned to approve.  E. Bartosiewicz seconded.  Unanimous.

            Motion to approve check for $2,656.00 to W. Dowd Excavating LLC (Leak repair @ 321 Easton Road-day 2). R. Scott motioned to approve.  E. Bartosiewicz seconded.  Unanimous.

  NEW BUSINESS:  None to report      

APPROVAL OF BILLS:     R. Pursell motioned to approve bills as listed.  E. Bartosiewicz Seconded.  Unanimous.
