November 2012 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:30 p.m. November 14, 2012. Following the Pledge of Allegiance a roll call was taken.  PRESENT: Edward Bartosiewicz, Rich Pursell, Rodney Scott, Thomas Stinnett, Kathleen Weiss, Mayor Stokes         William Dudeck, Borough Solicitor

E. Bartosiewicz motioned to approve the minutes of the October 10, 2012 Council Meeting.  R. Pursell seconded.  Unanimous.

CORRESPONDENCE:  

Letter was received from Lance Lawn Care thanking the Borough for their business this past year.

REPORTS:

            President – T. Stinnett reported to the public that there was an executive session on October 17, 2012 dealing with a personnel matter.

            Mayor – Mayor Stokes reported to Council that he performed one wedding.  Mayor Stokes reported to Bucks County Board of Health the continued issue with the overflowing drains at the Laundromat.

COMMITTEE REPORTS: 

Community Affairs: Ed Bartosiewicz called the meeting to order at 7:00pm on October 17, 2012 at the Riegelsville Borough Hall.

Members Present:  Ed Bartosiewicz, Rich Pursell, Tom Stinnett, Rodney Scott and Kathy Weiss.

Others Present: Sherry Masteller

Discussions:

            Riegelsville Emergency Management: Frank Preedy, EM coordinator reported to Council that he had the radio looked at and it does need a new battery. Adam Maziuk will look into getting a battery at a discounted price. The background check information was signed by S. Masteller and forwarded to Bucks County Emergency Management. In the next two weeks a F. Preedy will have a meeting for the Riegelsville Emergency Team.  

            Zoning:  K. Clayton, Borough Zoning Officer reported to Council the chimney continues to be worked on at 650 Easton Road. 370 Spring Hill Road. 141 Delaware Road shows no visible effort since the last letter to the Zoning office on September 5, 2012.  Zoning has reached an agreement with the President of St Peter’s Lutheran Church that stipulates that the play set will be fenced and gated with self closing, self latching gates.  The important objective of keeping the children safe without relying on human supervision has been met.

            Fire Co. News: E. Bartosiewicz reported to Council that they have been doing “Fire Safety programs” for the local children. The fire fighters went to Riegelsville Public Library, St Peter’s Nursery School and Durham pre-school.

            Library News: Beth Banko, Library Board President reported to Council that they had a successful “Harvest Festival Fundraiser”.  Riegelsville Fire fighters came on October 11, 2012 for the Fire Safety program for the children. Fire escape door needs to be repaired in the Library. S. Masteller will add it to the Streets and Properties action log. Hoagie Sale is scheduled for Election Day.

            Riegelsville Enhancement Committee News:  Mulch is needed for the flower beds at the Borough Hall building. Beth Banko reported to Council that she will check with Blue Stone Gardens and see if they still have mulch and then she will purchase it.  Ed reported that the Boscov’s coupon fundraiser brought in around $80.00. It was reported at this meeting that Beth had in fact obtained the mulch and it has been installed.

            EMS News: E. Bartosiewicz attended the monthly meeting in which Channel 69-WFMZ was invited too. Chief Adam Maziuk discussed the additional funds that are needed to run the squad and how they are asking Municipalities to increase their 2013 budgets in order to increase their donations to the squad.

      Rec Board News: Fall Ball season is over. The next fundraiser is the Kiwanis Car show on November 4, 2012 food will be sold from the concession stand.

Utilities: R. Scott called the meeting to order on October 17, 2012 at the Riegelsville Borough Hall

            Barry Hoffman reported that the connector will fit most generators and he will show us how to attach it to the generator we get.

The Union Cemetery has an address now, 319 Delaware Road.

370 Spring Hill Road does not like where the water reader is located. R. Scott will go up with Matt Brady and look at it.           

Streets & Properties: Rich Pursell was unable to attend this meeting due to working during this storm.  Ed Bartosiewicz called the meeting to order at 7:04 pm on November 7, 2012 at the Riegelsville Borough Hall. Members Present:

Discussions:

            The Garage floor and outside pad is finished.  R. Scott suggested getting bids for the pitched roof for the outside pad. R. Scott will put the specs together before he meets with contractors.

            Ask R. Pursell if now is a good time for Matt Brady to tar the cracks on the roads. Remark: Rich reported it is best to do during the cold weather.

Finance:  Kathie Weiss called the meeting to order on November 7, 2012 at the Riegelsville Borough Hall. Members Present: Kathie Weiss, Ed Bartosiewicz, Tom Stinnett and Rodney Scott

Mayor Stokes and Sherry Masteller

Comments from the Citizens:   None to report

Discussions:

            T. Stinnett discussed with Council to present the Riegelsville Fire Co Auxiliary with a $1000.00 donation for all their hard volunteer work for this community during the storm of “Sandy”, Council unanimously agreed. S. Masteller will invite them to Council on November 14, 2012 at 7:30 and add the check to the agenda.

            No one has come into the borough to see the proposed 2013 budget.

            The borough office has an external hard drive that is not working correctly, Mayor Stokes suggested to S. Masteller on contacting the Company that he uses at his office. Council agreed for S. Masteller to contact them.  Plus there are other issues that need to be addressed with both computers and S. Masteller will discuss those also.

            T. Stinnett strongly suggested that the application for the Government Surplus be completed. S. Masteller has a few financial questions to ask T. Macaluso and then it will be finished. S. Masteller would like to see the Riegelsville Water Company have their own generator by February 2013.

UNFINISHED BUSINESS:

            Motion to approve a check for $1000.00 to Community Fire Co. #1 Auxiliary. R. Pursell motioned to approve R. Scott seconded, E. Bartosiewicz and K. Weiss abstained (due to their membership in the Fire Company) T. Stinnett, Council President presented Leeann Hissim, Auxiliary President with certificate for outstanding community service during the “Sandy Storm of 2012 and the check for $1000.00.

T. Stinnett read the article that was put in the “Our town” magazine:

            We want to take this time to thank the residents of Riegelsville Borough and the surrounding communities for their patience during a very stressful time.  Hurricane Sandy paralyzed our communities with her wrath but our local communities banded together to help one another. There were so many people that put in tireless hours whether it be their job or they were volunteers to assist their community in a time of need.  We want to specifically thank:

• All Local Volunteers

     These individuals gave the local community a place to receive a hot meal, get warm, converse, and just for a moment take their minds off of the situation at hand.  Once again thank you for your patience and please keep in mind our situation was far better than most communities surrounding us.  We are grateful to have many local communities filled with kindhearted individuals willing to help one another.

            Proof of publication 2013 proposed Budget/Tax Levy was advertised in the Express Times on October 17, 2012, was on the Borough Website and a copy was in the Borough office for the public to view.

            Motion to approve proposed 2013 Budget. K. Weiss motioned to approve.  Rich Pursell seconded.  Unanimous.

            Motion to approve Ordinance #223 Tax Rate Levy for 2013    12.25 Mil.  R. Scott motioned to approve.  E. Bartosiewicz seconded.  Unanimous.

             Motion to approve a check for $385.85 to Naceville Materials (for clean stone for garage floor).

R. Pursell motioned to approve.  E. Bartosiewicz seconded.  Unanimous.

             Motion to approve a check for $9,999.00 to K & K Contracting (Cement floor in garage and outside pad). R. Scott motioned to approve.  R. Pursell seconded.  Unanimous.

             Motion to approve a check for $2,043.14 to Bloss Oil (Diesel for Generator for Well #3 during the power outage). E. Bartosiewicz motioned to approve.  R. Scott seconded.  Unanimous.

             Motion to approve a check for $398.10 to Ealer Electrical Supply Co. Inc.(Cable for Well #3 adaptor).R. Scott motioned to approve.  E. Bartosiewicz seconded.  Unanimous.

             Motion to approve a check for $1,584.00 to W. Dowd Excavating LLC (5 sidewalk repair) R. Pursell motioned to approve.  K. Weiss seconded.  Unanimous.

             Motion to approve check for $1,876.72 to W. Dowd Excavating LLC (Leak repair @ 321 Easton Road).  E. Bartosiewicz motioned to approve.  R. Scott seconded.  Unanimous.

             Motion to approve check for $1,038.50 to Riegelsville Auto Repair (Old Dump truck spreader repair) E. Bartosiewicz motioned to approve.  R. Pursell seconded.  Unanimous.

             Motion to approve check for $120.00 to Riegelsville Auto Repair (Case loader repair blade)

E. Bartosiewicz motioned to approve.  R. Scott seconded.  Unanimous.
