October 2012 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:40 p.m. October 10, 2012. Following the Pledge of Allegiance a roll call was taken.  PRESENT: Edward Bartosiewicz, Rich Pursell, Rodney Scott, Thomas Stinnett, Kathleen Weiss and Mayor Stokes  

R. Pursell motioned to approve the minutes of the September 12, 2012 Council Meeting.  E. Bartosiewicz seconded.  Unanimous.

CORRESPONDENCE:  

Letter dated September 17, 2012 from John Panasiuk, Borough resident referencing a letter requesting to be appointed to the Riegelsville Emergency Management Team.

Letter dated September 19, 2012 from Kenneth Haney, Borough resident referencing a letter requesting to be appointed to the Riegelsville Emergency Management Team.

            Letter dated September 24, 2012 from Susan Matthias, Kiwanis Club of Riegelsville Secretary asking permission to use the Riegelsville Park for the annual Kiwanis Fall Roll -Out Car show.

            Minutes from the October 1, 2012 Riegelsville Planning Commission meeting referencing St Lawrence Zoning change from one lot from R-2 to R-1 and then the two lots combined into one R-1 lot.

S. Ombalski, St Lawrence Engineer presented to Council the revised plan and answered a few questions.

E. Bartosiewicz motioned to accept the zone change.  R. Scott seconded.  Unanimous

            Letter dated October 10, 2012 from Cowan Associates in reference to the St Lawrence Plan review.

            Letter dated October 9, 2012 from Upper Bucks Regional EMS, Inc in reference to the financial data. Council discussed the budgeted amount of $4000.00 and unanimously increased the amount to $8650.00 in the proposed 2013 Budget.

REPORTS:

            President – T. Stinnett reported to Council that he received a letter from James Sweeney referencing a lot plan from Lot 2 Poplar Road Quaint Oak Bank Subdivision that he recently purchased to build a retirement home in the future.  J. Sweeney has questions with the 2010 approved plans; T. Stinnett asked Council if they would authorize him to meet with J. Sweeney, Borough Engineer and Borough solicitor on November 14, 2012 at 6:45pm before the Council meeting. Council unanimously agreed to T. Stinnett holding that meeting.  S. Masteller will contact all the parties to make sure that date is OK.

            Mayor – Mayor Stokes reported to Council that PennDot needed to return to fix the Canal Bridge.

Mayor Stokes notified the Borough office about the overflowing drains from the Laundromat building.  S. Masteller forwarded the message and photos to Bucks County Board of Health.

 

CITIZENS COMMENTS:  No one present

COMMITTEE REPORTS: 

Community Affairs: Zoning:  K. Clayton, Borough Zoning Officer reported to Council that he will be meeting at 650 Easton Road on September 26, 2012 at 9am with Mrs. Lance and Capital Chimney to get this issue resolved.  Mr. Kreider was sent a response to his letter of intent of which he needs to have a specific timeframe for his projects.  K. Clayton needs to contact Jim Godown, with St Peter’s Lutheran Church playground project.

            Fire Co. News:  E. Bartosiewicz reported to Council that the Fire House breakfast served 372 on September 16, 2012. 

            Library News: JoAnne Walsh, Library Board member reported to Council that the Friends of the Library held there successful Flea Market on September 15, 2012. The next fundraiser is “Wine & Harvest” on October 6, 2012. The Historic committee is working on a tri-fold brochure.  They are also working on a “drive” to collect more artifacts to honor the 100th Anniversary of Riegelsville Borough in 2016. Debbie Jo Mitchell, Library Treasurer will be resigning January 1, 2013.  The Library paper mailbox has been moved.

            Riegelsville Enhancement Committee News:  JoAnne Walsh reported to Council that the next Fundraiser is “Friends Helping Friends” Boscov’s coupon for $5.00 and you will receive 25% off on October 16th, 2012. The organization’s make the $5.00 profit sold for each coupon.

            EMS News:  E. Bartosiewicz attended the meeting and they discussed how their income is less than their monthly expenses.

      Rec Board News: R. Scott is gathering proposals for a replacement fences for the large ball field.

The next big fundraiser is during the Kiwanis Car show; we sell food in the Concession stand.

Riegelsville Emergency Management: Ken Haney and John Panasiuk, both Borough residents presented Council with letters of intent to join the Emergency Management team. Ray Kenny, Borough Resident was appointed to the Emergency Management Team during September 12, 2012.  Frank Preedy reported to Council that he understands what needs to done as the Coordinator and will attend the Bucks County quarterly training. F. Preedy will take the radio to see if we are able to continue to use when they change the radio channels.

Kiwanis Fall Roll-Out, State Police Sgt. Sokolofski: Sgt. Sokolofski introduced himself to

Council as the new station commander and if we would need anything to just call or email him.  E. Bartosiewicz started the discussion on the Annual Kiwanis Fall roll-out and how the burnouts have gotten very dangerous. Sue Matthias, Kiwanis Secretary, introduced herself to Sgt Sokolofski and would like to ensure Council that with the help of the State Police this issue will be taken care of. S. Matthias and the Kiwanis would like to discuss the car show with Sgt. Sokolofski and would like to invite him to a Kiwanis meeting.  The Kiwanis group and Sgt Sokolofski continued their discussions outside.

Tom Stinnett stated that Kip Clayton had met with Mr. Godown from St. Peters Church and they had reached an agreement on the basics for the play area for the church children and that Kip had just received the plans for the area.

Utilities:

Kiwanis Halloween parade set for October 27, 2012 meeting at the St Lawrence Catholic Church at 10:30am.

M. Brady will contact W. Dowd, Excavating to get a date for the sidewalk repairs. Remarks: Project started October 10, 2012.

Budget was discussed for the rest of the meeting.

Streets & Properties:  

R. Pursell updated Council on the Spring Hill Road and West Delaware Road project.

            S. Masteller will be adding the proposal for the Borough Garage floor to the Council agenda on October 10, 2012.

            R. Pursell would like to see the Borough Handbook updated, Council unanimously agreed to start working on it during the committee meeting in January.

            Budget was discussed for the rest of the meeting.

Finance: 

Mayor Stokes reported to Council that the broken tree branch is still at 919 Easton Road.

S. Masteller will see what property the tree is on so the property owner can be notified.

            Tammy would like add the current resolution for the $5.00 tax duplicate to include Tax Duplicate/“Memo”.

Budget was discussed for the remainder of the meeting.

UNFINISHED BUSINESS:

            Approval of “2012-2013 Consortium Salt Bid” Low bidder was International Salt Company, LLC $51.20 delivered per ton. R. Pursell motioned to approve.  R. Scott seconded.  Unanimous.

Approval to advertise the proposed 2013 Tax Levy Ordinance #223 K. Weiss motioned to approve.  R. Pursell seconded.  Unanimous.

            Approval to advertise the proposed 2013 Budget with EMS donation change to $8650.00 and the Budget Reserve to $37,139.00. R. Scott motioned to approve.  R. Pursell seconded.  Unanimous.

            Approval to purchase the cable that is needed for well#3 generator adaptor from Ealer Electric for approximately $398.10. R. Scott motioned to approve.  E. Bartosiewicz seconded.  Unanimous.

            Approval of proposal of $9,999.00 to K&K Contracting for installing concrete floor in Borough Garage and outside pad for future carport. R. Scott motioned to approve and E. Bartosiewicz seconded.  Unanimous.

            Appointment of Kenneth Haney and John Panasiuk to the Riegelsville Emergency Management Team. R. Scott motioned to appoint and R. Pursell seconded.  Unanimous.

            Appointment of Frank Preedy as Coordinator and Raymond Kenny as Deputy for the Emergency Management Team. E. Bartosiewicz motioned to appoint and K. Weiss seconded.  Unanimous.

NEW BUSINESS:  

            Council would like to invite M. Brady, Borough Laborer to the next Committee meeting on Wednesday October 17, 2012.

            Approval of S. Masteller to contact Bridgton, Tinicum and Springfield Township for additional Fire Police Coverage for the November 4, 2012 Kiwanis Fall Roll-out Car show at the Borough Park. K. Weiss motioned to approve and R. Scott seconded.  Unanimous.

APPROVAL OF BILLS:     K. Weiss motioned to approve bills as listed.  E. Bartosiewicz Seconded.  Unanimous.
