June 2012 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:30 p.m. June13, 2012. Following the Pledge of Allegiance a roll call was taken.  PRESENT: Edward Bartosiewicz, Rich Pursell, Rodney Scott, Thomas Stinnett, Kathleen Weiss and Mayor Stokes  

K. Weiss motioned to approve the minutes of the May 9, 2012 Council Meeting and R. Scott seconded.  Unanimous.

           

 CORRESPONDENCE:  

            Letter was read dated May 16, 2012 from Diane M. Ellis-Marseglia, Bucks County Commissioner to Governor Corbett in reference to proposed cuts to human services programs and to local schools.

            Letter was read dated May 22, 2012 from Mike Smith, Borough Engineer in reference to the Borough’s New Boiler issues.

            Letter was read dated May 30, 2012 from Kim Gaspar, Eastern Upper Bucks Senior Center Manager; thanking the Borough for their continued support.

REPORTS:

            President – Nothing to report

            Mayor – Nothing to report

CITIZENS COMMENTS:  Elaine Albrecht, Borough resident and Eastern Upper Bucks Senior Center member reported to Council that Nockamixon Township will be building a new Township building and the Senior Center would like Nockamixon to make room for their Senior Center. There will be a Township meeting on Tuesday June 19, 2012 to discuss what they will be using the acreage for.

COMMITTEE REPORTS: 

Community Affairs:  Paul Pendzick Engineer with Spotts, Stevens and McCoy opened the meeting at 7pm with a PowerPoint presentation of the updated Comprehensive Parks, Recreation and Open Space Master Site plan. Answered questions the Borough Council and Borough residents had. The final draft will be sent to the Borough office and Council will look over before a resolution is voted on during June 13, 2012 meeting. Meeting ended 7:40pm

Ed Bartosiewicz called the meeting to order at 7:45pm on May 16, 2012 at the Riegelsville Borough Hall.

Discussions:

            Zoning:  K. Clayton, zoning officer, reported to council that he has issued 3 roofing permits. K. Clayton spoke to Beth Banko, Library Board President in reference to moving the paper mailbox to the Borough parking lot. K. Clayton will be putting together letters to owners of 141 Delaware Road and 530 Easton Road in reference to property maintenance and will be mailed May 23, 2012.   

            Fire Co. News:  E. Bartosiewicz reported that Fire Co. Breakfast is Sunday May 20, 2012 8am to 12:30pm.  June 2, 2012 Buffet Spaghetti Dinner 4-7pm.

            Library News:  Beth Banko, Library Board President, reported to Council that Library Book Fair is set for Friday May 18, (Book Preview), Fair May 19 and another book sale on May 26.  Library is closed on Saturday May 26, for Memorial Day Weekend. Seventy-nine children and forty-eight adults participated in Story times for the month of April. “Dream Big Read” FREE summer reading program will start June 19-August 2, 2012.

            Riegelsville Enhancement Committee (REC) News:  They are going to sell painted slates during the Library Fair on May 19.  Bake Sale fundraiser on Sunday June 17th during the Riegelsville Fire House Breakfast.

            EMS News:  Ed Bartosiewicz will attend the meeting on Monday May 21, 2012.

      Rec Board News: Games have begun for the T-Ball and Girls B Softball teams.  During the April meeting a discussion into what can be done with the large field.  Tim Sullivan the current lawn Mowing Company is putting together a proposal for repairs so the field is safe to play on.

Riegelsville Emergency Management: Nothing was reported to the Borough Secretary

Utilities:  

Citizen Comments:  None to report

St Lawrence Water work:  Dick Meade, Borough Water Operator will be taking the bacterial test to QC lab, T. Stinnett asked S. Masteller to contact St Lawrence so they are aware that the test is only valid for 30 days.  Another test would need to be taken if St Lawrence doesn’t finish their work in 30 days.

Boiler/Chimney update: On May 15th there was a meeting with Mike Smith, Borough Engineer, Kevin, chimney mason and the Boiler installer to see what needs to be done to get the boiler working.  M. Smith will send a letter to Council referencing the outcome of this meeting.  T. Stinnett reported to Council that to get the water hammering in the pipes under control we will need a plumber to put a swing check valve in.  S. Masteller will contact plumber to get a proposal for this project.

R. Scott reported that there is a street light on Wayside Way that needs to be repaired.

R. Scott will get the pole number to S. Masteller so it can be faxed in for repair with Met-Ed.

Streets & Properties:  R. Pursell suggested adding Spring Hill Road paving project to the 2013 Budget so the project can be completed in one year.

            R. Pursell looked into either purchasing or renting equipment to crack seal the Borough roads.  Council unanimously agreed it would be cost efficient to purchase the equipment.  S. Masteller will put on the June 13, 2012 Council agenda.

            R. Pursell suggested recycling the old loader to Geese Auto Salvage Inc. in Perkasie, PA.  M. Brady is checking on the value of the loader.

            K. Weiss reported Maple Road drain is full so S. Masteller will put it on M. Brady’s work list.

            Council would like M. Brady to send a vegetation letter to 224 Easton Road.

Finance:  Council discussed the draft of a resolution in Support of the Act 13 Challenge that other municipalities have already sent.   S. Masteller will add the resolution to Council on June 13, 2012.

            Borough office received a letter from Kim Gaspar; Eastern Upper Bucks Senior Center Manager would like to personally report to Council how our generous donation is being utilized. S. Masteller will invite her to an upcoming Council meeting.

            Council received a letter from Mike Smith, Borough Engineer in reference to the Borough Boiler issue.  Council asked S. Masteller to invite K.C Mechanical and Kevin Kroemmeelbein, Chimney Mason to a Council meeting to discuss this issue.

            Treasurer’s report was discussed and there was a question to account #01-451-310 Cook Riegel Farm account. S. Masteller will get an answer and report it during the Council meeting.  Remarks: This account is for the continued solicitor expenses for the Cook litigation.

UNFINISHED BUSINESS: 

Approval for the estimate of $856.76 to Riegelsville Auto to fix the tie rods on the Borough loader. E. Bartosiewicz motioned to approve.  R. Scott seconded.    Unanimous

Approval to purchase from Sealmaster of Allentown a tar buggy and accessories not more than $2800.00.  E. Bartosiewicz motioned to approve.  R. Scott seconded. Unanimous

Approval of check for $18,495.00 to K&K Contracting for new chimney E. Bartosiewicz motioned to approve.  R. Scott seconded.   Unanimous

Approval of Resolution R-04-12 “Borough of Riegelsville in Support of Act 13 Challenge” K. Weiss motioned to approve.  R. Pursell seconded.  Unanimous

Approval of Resolution R-05-12 Borough Council approves the April 12, 2012 “Riegelsville Comprehensive Recreation, Park & Master Site Plans” E. Bartosiewicz motioned to approve.  R. Pursell seconded.   Unanimous

Appointment of Ed Bartosiewicz to Upper Bucks Regional Emergency Medical Service Board 

R. Pursell motioned to appoint.  R. Scott seconded.  E. Bartosiewicz abstained

NEW BUSINESS: 

Appointment of Ed Bartosiewicz to Lower Delaware Wild and Scenic River to replace John Panasiuk

K. Weiss motioned to appoint.  R. Pursell seconded.  E. Bartosiewicz abstained

            Council would like S. Masteller to send a letter to DCNR in reference to the high grass from the Canal Bridge North.

            S. Masteller reported to Council that there is a sewer pipe in the basement that needs to be repaired, Council said to call the plumber.

            Approval of $100.00 Memorial donation to St John UCC in Memorial to Barbara Bare.   K. Weiss motioned to approve.  E. Bartosiewicz seconded  Unanimous

APPROVAL OF BILLS:     R. Scott motioned to approve bills as listed.  E. Bartosiewicz seconded.  Unanimous
