March 2011 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:30p.m. March 9, 2011. Following the Pledge of Allegiance a roll call was taken.  PRESENT: Edward Bartosiewicz, John Panasiuk, Rodney Scott, Thomas Stinnett and Kathleen Weiss  ABSENT: Mayor Stokes

J. Panasiuk motioned to approve the minutes of the February 9, 2011 Council Meeting and E. Bartosiewicz seconded.  Unanimous.

CORRESPONDENCE:

A letter dated February 10, 2011 from Bucks County Planning Commission 2010 annual report of review activity

A fax dated March 8, 2011 from Mike Kummer, Electrician sent quote for 2 hanging fixtures in the Borough Building.

A letter from Boy Scout Troop -127 announcing their “Community Emergency Mobilization Plan”.

REPORTS

President – Nothing to report

Mayor – Mayor Stokes is attending the Emergency Management meeting in Nockamixon Township due to the possibly flooding.

CITIZENS COMMENTS: None to report

COMMITTEE REPORTS

Community Affairs: James Porter, Boy Scout presented to Council that he would like to do his Eagle Scout project for the community of Riegelsville. Council suggested the triangle of shrubs by the Borough parking lot, Borough sign in the parking lot, Score Board at the Borough Park.  J. Porter reported that he needs to complete the project by May 20th, 2011. J. Porter will put a plan together and present it to Council very soon.

Fire Co. News: None to report

Zoning: Kip Clayton reported to Council: 1-addition permit, 1-fence permit. The following issues are still being worked on: DeBartolo-property maintenance issues, Cheeseman’s addition, and Oxford Diabetic property sinkhole issues.

Library News: Priscilla Clay, Library Board Member reported the following to Council:

Library Book Sale/Fair is May 20th and May 21st, 2011. Hoagie Sale during Primary Election on May 17th2011.

Riegelsville Enhancement Committee (REC) News: Next meeting scheduled for February 23, 2011 at 7:00pm.

EMS News: Borough has received the EMS 2010 Year end reports. They are still seeking a representative from Riegelsville to be on the board.

Rec Board News: We should have enough girls for a Softball A Team. There were 2 girls that inquired for the B level softball.  Their names where given to Durham since they have a B team.  The Basket bingo Fundraiser is tentatively set for March 27th, 2011.

Utilities: Council asked Todd Myers, Borough Engineer to look into the tax map and deed for the 28 acres at the end of the Borough that is for sale.  T. Myers prepared and gave each Council person the tax map and deed to show the useable land out of the 28 acres.  T. Stinnett will contact Bucks County Open Space to discuss this property for the Borough to possibly purchase.

R. Scott read a letter to Council addressing a very past due water bill (September 22, 2010) that a Borough landlord needed to pay since the Tenant did not pay. Council stated that the current ordinance allowing the Tenants to pay should be reevaluated. S. Masteller will get the information ready for the next Utilities meeting.

The proposed Zoning ordinance was discussed and will be sent to Bucks County Planning Commission next week.

Streets and Properties: Borough office has received the 2011 Traffic Signal maintenance report. S. Masteller will call and purchase the 4 push button signs.

E. Bartosiewicz reported that the Borough building needs to have an electrician look at 2 lighting fixtures that have old knob/tube need to be repaired. S. Masteller will contact Electrician, M. Kummer to look into this issue.

S. Masteller will contact Alan Kugler, Plumber to look at replacing the water heater and fixing a few leaking water pipes in the basement.

R. Scott suggested that we have Dale Wood perform an Energy Audit of the Borough building so we have an idea what size new steam heating system we would need.  E. Bartosiewicz suggested S. Masteller look into the Grant information that Cowan had put together for us last year.

Water lid is needed on Sycamore Road at the Durham Road end. S. Masteller will remind M. Brady to replace the cap.

There is a pothole at the bottom of Emergency Squad Road on 611. S. Masteller will look into this with PennDOT.

Finance: Comments from the Citizens: No one present

A nasty note was received from a Tenant in one of the apartments in town concerning a past due water payment.

Borough office received the 2010 financial statement from the Riegelsville Public Library

Effective April 20th, 2011 the Bucks County information technology department will NOT be providing any tax bills or reports to us. We will continue to get our files and reports from the Board of Assessment office.  K.Weiss will give S. Masteller the company information that Northampton County uses.

Primary Election is May 17, 2011 and Municipal Election November 8th, 2011.

Currently the Borough received $450.00 from the PA Liquor Control Board. Four locations: Riegelsville Legion, Villa Richard, Borderline and Riegelsville Inn.

T. Stinnett, John Panasiuk and Mayor Stokes will be attending the meeting on March 3rd, 2011 with Senator Bob Mensch.

UNFINISHED BUSINESS:

Approval of a check for $909.90 to Hach Company (2 Chlorine testers-as needed for DEP)

E. Bartosiewicz motioned to approve J. Panasiuk seconded Unanimous

NEW BUSINESS:

David Nadeau, Emergency Management Coordinator reported to council that he had just attended the Emergency meeting referencing the possible flooding in the Borough.  D. Nadeau reported that the rain is due to stop by the am on Friday March 11, 2011. Friday morning at 10:00 am they will set up the Emergency Command post at the Riegelsville Firehouse.  D. Nadeau has scheduled a meeting for Thursday March 10, 2011 7:30 with Borough Council, Local Churches, Borough Employees and Fire fighters.

E. Bartosiewicz motioned to approve bills as listed.  K. Weiss seconded.  Unanimous.
