July 2019 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:00p.m. July 10, 2019.  Following the Pledge of Allegiance, roll call was taken.  PRESENT: Thomas Stinnett, Ed Bartosiewicz, Kate Brandes, Ann P. Moyer and Rodney Scott. ABSENT: Mayor Stokes. Bartosiewicz motioned to approve the Council minutes from June 12, 2019. A. Moyer Seconded.   Unanimous.

CORRESPONDENCE:  

            Letter dated June 21, 2019 Bucks County Board of Elections, Municipal Election is November 5, 2019 7am-8pm.

Letter dated June 24, 2019 Eastern Upper Bucks Senior Center, Thanking the Borough for their support.

Letter dated July 8, 2019 JoAnne Walsh, President Riegelsville Library Board.

Email dated July 10, 2019 Todd Myers, Borough Engineer update.

REPORTS:

President – T. Stinnett reported that he is attending the quarterly Canal advisory board meeting tomorrow and asked Council if they had any questions for them.  No one had any questions.

Mayor Absent

COMMENTS OF CITIZENS:  2 Borough residents present.

Evan Kechely, Part owner of the newly purchased Fig Tree on Durham Road introduced himself to Council. Tom asked how is the zoning issues going.  Evan stated they met with Jim, Riegelsville Zoning officer, Property owner and the Architect to put a list together to bring the building up to code. Evan has been doing some research of the history of the building and passed the info to the Property owner.

COMMITTEE REPORTS:

Community Affairs-

Ann P Moyer called the meeting to order at 7:00 pm on June 19, 2019 at the Riegelsville Borough Hall.

Members Present:  Ann P Moyer, E. Bartosiewicz, Rodney Scott and Tom Stinnett.

Others Present:   Jim Kopchak-Borough Zoning Officer, Frank Preedy-EMS Coordinator and Sherry Masteller-Borough Secretary.

Concerns from citizens:   No one present.

Discussions:

Zoning: Jim Kopchak, Borough Zoning Officer reported to Council May 2019 report:

  • Permits: Building permits: 1-Re-roof. Zoning permits: 1-Re-Roofing and 1-Fence.

Enforcement Activities

  • 530 Easton Road- Violation was granted extension for August 8, 2019.
  • 715 Durham Road- Stop work order. Met with property owner & Fig Tree owner to discuss the issues that need to be addressed.
  • 1274 Easton Road- Notice of Violations of outdoor patio. Met with architect to discuss the plans for bring the patio into code compliance.
  • 1275 Durham Road- Stop work order for in-ground pool demolition in the FEMA flood plain area.

Library News: Borough office received the May 2019 Directors report, the minutes have been filed in the Borough office.  Ann read the highlights of the May minutes to Council.

  • Riegelsville Memorial Day parade was held Sunday May 26.Two young library patrons Owen Brandes and Eden Stuart were chosen to read “In Flanders Field” and “The Gettysburg Address”.
  • Brew fest is set for Saturday September 28, 2019, planning is underway.
  • The Reading Olympics 2020 list is available online.
  • The Science in the summer program will be held July 1 & 2. This year’s topic is “Science of Me”.
  • Antiques Appraisal Fundraiser is set for Sunday June 30th in the Community Room.

Fire Co. News:

  • Served over 300 at the June 16 “Father’s Day Breakfast” Next breakfast is Sunday July 21.
  • Annual Pig Roast August 24.
  • During the monthly business meeting Hayes Hissim was elected Captain and Cordell Hissim was elected Lieutenant.

Riegelsville Enhancement Committee News:

  • Tom reported that the June 1, D&L/ Riegelsville Bicycle Ride only had 8 participants.
  • The next meeting is June 26.

UBREMS News:  Nothing new to report.

Rec Board News: Rodney reported to Council,

  • Softball playoffs are this week.

Riegelsville Emergency Management: Frank Preedy reported to Council that on June 20, is a 2 hour Department of Health class.  July 13 is a meeting at the Borough Hall. Remark: Meeting cancelled via email from Frank.

Riegelsville Planning Commission: Durham Twp. passed the “Right of Way” Ordinance to prepare for the 5G Ordinance.

Utilities-

Rodney Scott called the Utilities meeting to order at 7:34 pm on June 19, 2019 at the Riegelsville Borough Hall.

Members Present:   Rodney Scott, Ed Bartosiewicz, Ann P Moyer and Tom Stinnett.

Others Present:   Jim Kopchak-Borough Zoning Officer, Frank Preedy-EMS Coordinator and Sherry Masteller-Borough Secretary.

Concerns from Citizens:  No Borough resident present.

Discussions:

Well #2 had a tree fall on the roof so DVC roofing will repair it.

A new control panel for Borough generator will cost $2146.00 plus installation. Council would like to know how much a new generator for the Borough Hall would cost. Sherry will contact Megan and get numbers.

Streets & Properties-

Ed Bartosiewicz called the meeting to order at 7:00 pm on July 3, 2019 at the Riegelsville Borough Hall.

Members Present:

Ed Bartosiewicz, Kate Brandes, Ann P Moyer, Rodney Scott and Tom Stinnett.

Others Present:

Sherry Masteller-Borough Secretary.

Comments from Citizens:   1- Borough residents present.

Discussions:

The Borough will receive an increased rate for the PennDOT “Winter Traffic services agreement” for the winter maintenance on Delaware road.

DVC gave an estimate for the roof and soffit repair on pump house #2.  Sherry will add to Council agenda.

Borough office received a concern as to how long it took for the ambulance to get into the Borough due to the 212 Traffic light, Sherry sent an email to UBREMS Chief. Remarks: Received an email back from Chief Pankoe that stated this concern is being taken care of internally.

Ed asked if the Borough Engineer did the traffic survey for the “NO RIGHT TURN” at Delaware Road hill.

Finance-

Kate Brandes called the meeting to order on July 3, 2019 at 7:16 pm at the Riegelsville Borough Hall.

Members Present:

Kate Brandes, Ed Bartosiewicz, Ann P Moyer, Rodney Scott and Tom Stinnett.

Others Present: 

Sherry Masteller-Borough Secretary.

Comment from Citizens:   1 Borough resident present.

Discussions:

Utility Truck is in the shop for inspection and it needs a few maintenance repairs.

Hickory High Tree Service sent in the estimate for the 2 dead maple trees on Edgewood Road. Sherry will add to the Council agenda on July 10.

Longtime Riegelsville resident and decedent of the Riegel Family Daniel K. Cook passed away on Tuesday July 2, 2019. Our thoughts are with his wife and family.

Rodney will contact Eric Scott about the railing at the Borough building.

Council looked over the finances.  Tom asked if anyone knew why the dues (06448-420) was over by 93%. Sherry will check with Tammy. Remarks: the $1000.00 charge from DEP (Chapter 109 Safe Drinking Water Annual Fee) to have a water company, this will be added to next year’s budget since it will be a yearly charge.

Next Finance meeting will be held August 7, 2019 immediately following Streets/Properties at the Riegelsville Borough Hall.

UNFINISHED BUSINESS:

Approval of Roof repair estimate total $1,075 ($200.00 temp emergency repair & $975.00 permanent repair) at Well 2 due to a fallen tree.  R. Scott motioned to approve. A. Moyer seconded.  Unanimous.

Approval of Hickory High Tree estimate $800.00 to take down to the ground 2 dead trees & remove all the debris along Edgewood Rd.  E. Bartosiewicz motioned to approve. K. Brandes seconded.  Unanimous.

NEW BUSINESS:  Tom reported that the property at the corner of church road put up a fence and is now parking in the Borough parking lot.  Tom also questioned if the owner of the RV asked St John UCC if he could park & stay in the RV.  Sherry heard he was leaving by Sunday July 14.

APPROVAL OF BILLS:  E. Bartosiewicz motioned to approve bills.  A. Moyer seconded. Unanimous.

Next regular Council Meeting August 14, 2019   7:00pm.
