October 2010 Council Minutes

Vice President Kathleen Weiss called the regular meeting of the Riegelsville Borough Council to order at 7:30p.m. October 13, 2010. Following the Pledge of Allegiance roll call was taken.  PRESENT:    Edward Bartosiewicz, John Panasiuk, Rodney Scott, Kathleen Weiss, Mayor Gregory Stokes

E. Bartosiewicz motioned to approve the minutes of the September 8, 2010 Council Meeting and J. Panasiuk seconded.  Unanimous.

CORRESPONDENCE:

A thank-you note was received from the Nadeau Family and Rich Strawn for the condolence flowers for Lillian Strawn services.

A letter dated September 21, 2010 received from the Kiwanis Club of Riegelsville asking permission to use the Borough Park and hang two road banners for the 20th annual “Fall Roll Out” Car show on November 7, 2010.

Municipal Election November 2, 2010, Borough Hall is the polling location for Riegelsville Borough.

Letter dated October 11, 2010 received from the Palisades School District in reference to the School Board appointed Keystone Collections Group to serve the school district exclusively for the Earned Income Tax Collector beginning January 1, 2011.

REPORTS

Vice President- Kathie Weiss reported that the Borough’s previous Mayor David Gerstenberg had an accident at home and is in the hospital.

Mayor – Mayor Stokes meet with Dave Nadeau, Riegelsville Emergency Management Coordinator, about the possibility of high water due to the weather that was coming our direction.    .

CITIZENS COMMENTS:  No one present.

COMMITTEE REPORTS:

Community Affairs: J. Panasiuk reported that September 28th at 7pm will be the first Community Awareness Seminar Featuring Trooper Groman “Street Smarts for the Country”.

As a supporter of the Eastern Upper Bucks Senior Center in Ottsville, PA Borough Council sent letters to State Representatives, Congressman and Senator to help save the Senior Center through federal funding and other sources.

Zoning: Kip Clayton, Borough Zoning Officer, reported that 802 Durham Road was issued a change of use permit was given to property owner, Mr.Cavallaro. One fence permit was issued to 320 Spring Hill Road. Cardone property is current on the inspections.  Steve’s Garage has made significant progress with clean-up on the property grounds.

Library News: Nancy and Pat McEvoy, Library Board Members, reported that the Flea Market fundraiser is cancelled for September 18th, 2010 due to lack of vendor participation. Durham Day is October 9th and the Library staff will be present for the event.  Haunted House Walking Tours/Lecture scheduled for October 29, 2010 call 610-749-2567.  Fall Book Sale preview November 19, 2010. Julio Sefton, Youth Services Director, reported the summer reading a total of 309 children and 130 adults visited the library for 15 programs. According to book logs turned in, preschoolers read 558 books; elementary children read for 21,762 minutes; and teens checked out 63 books. Teen volunteers attended 26 times to assist with the programs. Due to an additional 9% cut in State aid to Libraries in the 2010-2011 state budget, the library will be receiving significantly less in state aid funds.  The Bucks County Library System will lose approximately $250,000.00 in funding. Windows are drafty since they are not painted shut anymore so maybe weather stripping is needed. R. Scott will look into this. N. McEvoy asked S. Masteller if the Library Board Members are insured by the Borough’s insurance if they are off the Borough property. S. Masteller will contact the Insurance agent and back to Council and the Library Board.

Fire Co. News: E. Bartosiewicz reported that October is fire prevention month so the fireman will do a demonstration for the Library on Thursday October 7, 2010 at 1:30. Breakfast is September 19th.

Riegelsville Enhancement Committee (REC) News: Elaine Albrecht, REC member, reported that they are finalizing the Coupon Booklet Fundraiser.

EMS News: No August meeting

Rec Board News: The next meeting is September 28th, 2010 at 7pm.  Kiwanis Fall Rollout fundraiser will be discussed.  The Rec Board is looking for a commercial gas grill to purchase.

Utilities: The VFD work has been completed at Well #3.

M. Brady and W. Nicholas have one more curb stop to work on before the difficult curb stops are looked into.

Trick or Treat will be Sunday October 31, 2010 6~8pm

Streets and Properties: A borough resident reported to Mayor Stokes that the drain on Wayside Way was filled with water and has a very bad odor.  This drain seems to be an issue when the ground is so saturated from severe rain water.  S. Masteller will contact B. Nicholas about this issue and report back to Council.

The 2010 Street resurfacing project will be started within the next two weeks.  Loan documents will be completed and ready for Council on October 13, 2010.  The loan interest rate is 3.75%.

The salt consortium contractor will be awarded during the Council meeting on October 13, 2010.

Finance: Newsletter should be complete by Tuesday October 12, 2010 and S. Masteller will send the proof via e-mail to Council.

The remainder of the meeting was working on the 2011 Budget.

Approval to Award International Salt Company LLC the 2010-2011 salt Bid @ $50.83 delivered per ton. E. Bartosiewicz motioned to approve R. Scott Seconded Unanimous.

Approval of check to W. Dowd Excavating, $1800.00 (Remove and replace poplar road hydrant) & $2581.08 (320 Easton Road water line repair) R. Scott motioned to approve E. Bartosiewicz seconded Unanimous.

Approval of check to Hajoca Corp. $361.21(Supplies for Poplar Hydrant) J. Panasiuk motioned to approve E. Bartosiewicz seconded Unanimous

Approval for Resolution R-08-10 Authorizing Small Borrowing for Capital purposes under Section 8109 of Local Government Unit Debt Act. E. Bartosiewicz motioned to approve J. Panasiuk seconded Unanimous

Approval of General Obligation note for $20,000.00(Street resurfacing project with QNB (Exhibit A&B) J. Panasiuk motioned to approve E. Bartosiewicz seconded Unanimous

Request for Kiwanis to use the Borough Park and hang two banners across 611 at each end of the Borough. E. Bartosiewicz motioned to approve R. Scott seconded Unanimous

APPROVAL OF BILLS

E. Bartosiewicz motioned to approve bills as listed.  R. Scott seconded.  Unanimous.
