July 2010 Council Minutes
President Thomas Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:30 p.m. July 14, 2010. Following the Pledge of Allegiance roll call was taken. PRESENT: Edward Bartosiewicz, John Panasiuk, Rodney Scott, Thomas Stinnett, Kathleen Weiss, Mayor Gregory Stokes and William Dudeck Borough Solicitor
E. Bartosiewicz motioned to approve the minutes of the June 9, 2010 Council Meeting and R. Scott seconded. Unanimous.
CORRESPONDENCE:
A note was read from Former Council Person Richard Strawn thanking Council for the Retirement Restaurant Gift Card.
A note was read from The Banko Family thanking Borough Council and Employees for the flowers in Memory of Ruth Banko.
A letter dated June 14th, 2010 from the Riegelsville Library thanking the Borough for the annual contribution.
A letter dated July 8th, 2010 from PennDot in reference to entering the Borough property(Borough parking lot on Durham Road and patch of grass by the pedestrian Bridge) to prepare for the temporary bridge.
The Borough office received a flyer announcing the Delaware Canal Re-Opening Celebration on Friday July 23, 2010 at 10:30 am.
REPORTS
President- Nothing to report
Mayor – Mayor Stokes reported that there have been some Borough Resident dog issues on Poplar Road so he contacted the Bucks County Dog Warden, Verna North, and she took care of the issues. Mayor Stokes reported that Mr. Frank Crum, past Council person and Borough resident passed away on Monday July 12, 2010 and his services will be Saturday July 17th. S. Masteller will take care of the memorial flowers.
CITIZENS COMMENTS: – Doreen Moyer, First Savings Insurance agent, presented Council with their proposal for the Borough’s Insurance and answered any questions Council had. D. Moyer also stated that it was a pleasure to work with the Borough this past year and hopes the relationship will continue.
COMMITTEE REPORTS:
Community Affairs: S. Masteller will have M. Brady take down the “Radcliff Seal coating” signs that are on the telephone poles in the Borough.
Comments from the citizens: Elaine Albrecht, Borough Resident, reported that the Upper Bucks Senior is giving out vouchers for Fresh Vegetables to eligible seniors.
Zoning: Kip Clayton, Borough Zoning Officer, reported 3 Zoning Permits~ Sign, Fence, Patio, 6 Building Permits ~ Roof, 2-Reroof, Demolition, Sprinkler, Sign.
Library News: Beth Banko, Library Board President, would like to ask the Borough if a barrier could be put around the air conditioners to protect them from the lawnmower. Council said to have M. Brady take care of this. Ann Anderson has retired from the Library Board but will still continue to help with the book sales. The Board is seeking a replacement. B. Banko suggests that the Borough have safety exit maps, in case of fire, posted in the Borough building. S. Masteller will look into this and get back to Council. The Library has received many compliments on how beautiful the building is looking with all the repairs and painting.

Rec Board News: The next scheduled meeting is 6/28, but will be rescheduled for Tuesday 6/29.
The Borough Office received the May 2010 stats from Trooper Steven Groman with the PA State Police. There were a total of 127 incidents but 118 of those are for Security checks at the bridge.
Utilities: Bill Kee, Cowan Associates Engineer, presented Council with the quotes from the Contractors for the work involving VFD and installation for Well #3. B. Kee will give Council a recommendation to award the bids during Council on July 14, 2010.
M. Brady would like to purchase “Lock-outs” that would be placed on the water valves of the water customers that don’t have a separate curb stop. This procedure could be done when they are delinquent on the water bill. The cost is $261.00 with shipping. Council agreed unanimously to purchase the kits.
Council continues to look over the water ordinance wordage.
Curb stop repairs are starting the week of June 22, 2010.
Streets and Properties: The Borough is still waiting for the PennDOT permit for the new water lines at Craig Cardone’s new apartment building. S. Masteller will keep Council posted on this project.
S. Masteller reported that John Hadley, Home Improvements has finished the painting of the windows so M. Brady will work on the front porch roof. E. Bartosiewicz did talk to M. Brady about the correct way to put on the flashing.
S. Masteller received a call from Christine Brown with Blue Cross and Blue Shield asking to use the meeting room for an informational meeting on Medicare. Council unanimously agreed to allow them to use the room.
Council received a letter from Delaware River Joint Toll Bridge Commission in reference to the Riegelsville Toll supported Bridge Rehabilitation construction Schedule. From early July to early September the bridge will remain open to general vehicular and commercial traffic meeting the structure’s posted size and weight limitations; any traffic stoppages should be of extremely short durations. With the approach of construction in July and the off-peak traffic shutdowns in the fall, the Commission plans to heighten public awareness of the project’s construction activities and impacts. It should be noted that in a further accommodation to the local community, the Commission’s project team also has committed to providing full vehicular and pedestrian access to the bridge in connection with the Annual Riegelsville Kiwanis’ Car Show during the weekend of November 6 and 7, 2010.
Todd Myers, Borough Engineer has been invited as a consulting party for the Delaware Road Bridge over the Canal from PennDOT. The meeting is scheduled for Tuesday July 27th, 2010 5:30-7:30 at the Riegelsville Borough Hall, S. Masteller will pass this information to T. Myers.
PennDOT is holding a pre-construction meeting on Monday July 12, 2010 to discuss route 611 paving from Durham Road north to Delaware Road in the Borough. T. Stinnett suggested Dick Meade, Borough Water Operator attend to make sure the risers are put in correctly this time.
Finance: Comments from the Citizens: Elaine Albrecht Upper Bucks Senior Center member reported that all the vegetable vouchers were given out.
Miers Insurance presented Council with their proposal for the Borough’s Insurance and answered any questions Council had.
The Borough received an award letter from Delaware River Joint Toll Bridge Commission for the Grant to finish the Pedestrian Bridge Lighting project in the amount of $45,000.00.
Council received the quotes for the Street Project Loan; QNB 4% and First Savings Bank 5%. This will be added to Council Agenda on July 14, 2010.
Donations for Riegelsville Fire Company and EMS will be added to the July 2010 bills.
An updated phone list was given to all Council members.
While S. Masteller is on vacation Dave Xander will be taking minutes for the Committee meetings on July 21, 2010 and during Council Meeting on August 11, 2010.
UNFINISHED BUSINESS
T. Stinnett invited W. Dudeck, Borough Solicitor, to tonight’s Council meeting to discuss a few things. (1). 530 Easton Road (2). QNB Loan (3). 230 Spring Hill Road. W. Dudeck stated these issues need to be discussed during an executive session.
T. Stinnett discussed that Cowen Associates Inc., Borough Engineering firm, will be handling the DRJTB grant for the lighting portion of the Pedestrian Bridge project. S. Masteller stated she received the beginning paperwork for the proposed grant.

Elaine Albrecht, Borough Resident and member of Upper Bucks Senior Center reported that the Senior Center has applied for a grant to help offset the increased rent. CORRESPONDENCE:
A letter dated May 13th, 2010 from PennDot Financial Consulting Division Bureau of Municipal Services reviewed the Borough’s procedures for the Liquid Fuels Funds and reported that the Borough followed procedures properly.
A letter dated May 14th, 2010 from PennDot Municipal Services Supervisor reported the Final Completion report for the 2009 Paving Project 09-09-417-01.
A letter dated June 9, 2010 from Cowan Associates, Inc., Borough Engineer in reference to 230 Spring Hill Road drainage swale issue. T. Stinnett stated more information is needed from Borough Engineer on this issue. S. Masteller will contact the Borough Engineer addressing that more information is needed.

CITIZENS COMMENTS: Craig Cardone, Borough Resident, is replacing his apartment building due to the fire last year and needs to have the Borough put in his new water service. C. Cardone would like to know what the monthly fee will be for the Sprinkler system. T. Stinnett asked S. Masteller to gather information for the Utilities meeting on Wednesday June 16th, 2010. C. Cardone and the Borough will be contracting Wayne Dowd, Excavating to do the work. Dick Meade, Borough Water Operator, and W. Dowd will gather the parts order and D. Meade will take care of the ordering.
COMMITTEE REPORTS:
Community Affairs: Comments from the citizens: Borough Residents Chris Strawn and Peggy Wildonger are concerned with the lot near 423 Easton Road 38-002-026-001 property owner Carol McGann that is for sale near their properties. They would like to know if it is a buildable lot and where will the water lines run. D. Taylor, Borough zoning officer did receive a call from the property owner plus an e-mail from the Realtor and suggested that they set up a meeting time to go over any questions that they may have.
Zoning: Dave Taylor, Riegelsville Zoning Officer reported that he will be leaving Keystone Municipal Services on June 4th, 2010 so Kip Clayton will be filling in for the Borough. D. Taylor reported that 3 permits were issued including 1 building permit for 106 Easton Road, Porch roof. Two zoning permits issued: 1 driveway expansion, 1 patio. D. Taylor reported one project in review “Residential Addition” 316 Easton Road.
Library News: E. Bartosiewicz reported that the Library Fair profited about $5000.00
Fire Co. News: Borough office received the March/April 2010 Emergency Response report from the Fire Co. T. Myers, Fire Chief reported that they have 7 new members, 2-Juniors and 5-Adults. The Fire Company purchased new turnout gear.
Riegelsville Enhancement Committee (REC) News: S. Masteller will send William Dudeck, Borough Solicitor the information to form REC as a Borough Committee like the Recreation Board is. A few painted slates where sold during the Library Fair plus they received a few donations.
EMS News: Borough received the March 2010 minutes from Upper Bucks EMS.
Rec Board News: There is only one girl’s softball team this year. The Rec Board is always looking for more members.

Well #3 Verizon phone line was down on Sunday May 16th, 2010 and was fixed on Monday May 17th, 2010. Council is still discussing the Well #3 projects the have been presented by Cowan Associates, Inc., Borough Engineer.
The Borough office received the 2010 annual traffic signal maintenance from Armour & Son’s Electric. T. Stinnett’s suggests that S. Masteller contact Armour & Son’s to replace only three push button signs since one is already on the new pole due to the accident.
The Borough office received the results from the Water flow test from 683 Easton Road Apartment project. Property owner Craig Cardone will be installing a sprinkler system.
Council continues to discuss the 2010 Streets resurfacing project.
The Borough has insurance coverage built in up to $50,000.00 for leased or rented equipment subject to $500.00 loss deductible per claim.
Streets and Properties:
Borough Resident, Dave Gerstenberg addressed Council, he asked what was being done about the issue of water running through his property. T. Stinnett stated there has always been a swale there even before D. Gerstenberg built his house. D. Gerstenberg does not want this water on his property. It creates marshy ground during the summer. D. Gerstenberg stated that he is unable to mow and maintain the yard because of the water. T. Stinnett stated that the Borough Engineer did look at the issue two weeks ago. T. Stinnett stated Council is waiting for legal answers to this issue. T. Stinnett asked S. Masteller to contact the Cowan Associate Inc., Borough Engineer to have the letter of recommendation prepared for the Council meeting on Wednesday June 9, 2010.
Discussions:
S. Masteller reported that D. Xander and Sonny Groller have started Cold Patching pot holes today June 2, 2010 on the Borough roads and should be finished next week. M. Brady, Borough laborer is working on weed whacking up at the reservoir and around the Borough Garage. M. Brady cannot finish the front porch roof until John Hadley finishes the painting of the Borough building windows above that porch. T. Stinnett asked S. Masteller to contact J. Hadley to see when he will be returning to finish the job.
Hydrant flushing will take place in the next few weeks. Notices will be posted and e-mails will be sent.
Borough Resident Craig Cardone stopped by the Borough office to ask if the Borough was responsible for the pipe to the curb for his new water lines. T. Stinnett suggested that S. Masteller contact C. Cardone to come to a meeting so Council can directly speak with him.
The Borough office received the Final 2009 project completion report from PennDot for using Liquid Fuels monies.
Mayor Stokes spoke to a Representative of PennDot; PennDot is going to fix Route 611 near Cedar Road possibly in August.
Council continues to go over the 2010 street resurfacing project. Council is considering the following:
- Springhill road driveway trench drain $7500.00
- Emergency Squad road from alley to Legion alley $26,334.00(new sub base, bituminous base course paving and bituminous wearing course)
- Emergency Squad road Legion alley around the corner on Poplar road to waterline trench $7,953.00(260 ft. proposed spot bituminous base repair, taper milling joints, scratch leveling and overlay of existing roadway with new wearing course)

Insurance coverage is being added to the Borough’s policy to cover the traffic light.
Mr. Earl Helbing, Financial Consultant for PennDot conducted a monitoring review of the Borough’s Liquid Fuels Tax Fund. This review was performed to verify that the Borough maintained and followed proper Liquid Fuels Funds procedures.
Aqua NJ would like to know if the penalty can be waived for a .30 mistake that was made on their check total. Council unanimously agreed to waive the penalty and Council would like to look over the original ordinance. S. Masteller will gather this information for the Utilities meeting.

Borough Resident, Ruth Banko passed away on Saturday May 29, 2010. Mrs. Banko was very active in this community. Council would like to pass their condolences to her family. Here is a list of her memberships within the Borough of Riegelsville.

Mayor – Mayor Stokes reported that the Air Station Atlantic City will be flying over during the Memorial Day Parade on May 30, 2010.

COMMITTEE REPORT
Community Affairs: Mayor Stokes was asked by a Borough Resident why the water drain by her house (by Post Office) was filling up with bubbles. T. Stinnett stated that is probably coming from the Laundromat, they are supposed to have the drains pumped on a schedule.
Zoning: Dave Taylor, Riegelsville Zoning Officer reported that a total of 5 permits were issued including 1 building permit for 411 Easton Road, Electrical upgrade. Three zoning permits issued: 1 residential Walkway, 1 Fence, 1 rebuilt shed. D. Taylor reported one project in review “Residential Addition”. The Property Maintenance Code is ambiguous in dates, D.Taylor will look into this.

Ann Anderson reported that the Historical Room will be Opening with a celebration on June 5th with William Riegel as the guest of honor 3~5pm. “School Days in Riegelsville” will be the first display. A. Anderson asked E. Bartosiewicz to see if the Fire Co. still had the Old School Bell.
Julia Sefton, Youth Services Coordinator reported that the Story time stats for March are very exciting- 78 Children and 52 adults. The Elementary aged Children’s program “Picturing America in Maps” program to satisfy the Picturing America Grant 30 Children and 6 Adults attended.
Fire Co. News: S. Masteller has been asked if the Fire Co. was applying for a grant to purchase a portable Generator. T. Stinnett stated that is the information he was told. S. Masteller will contact Chief Myers to verify. E. Bartosiewicz reported that the Friday Fish Fry were not very successful overall.
Riegelsville Enhancement Committee (REC) News: Elaine Albrecht, REC Member reported that they have 35 slates ready to sell at the Library Fair. Council will look into amending the by-laws to include the REC as an official Borough organization as it predecessor had been.
EMS News: Their next meeting is Monday May 17th (Third Monday)
Rec Board News: Board members are needed; the Board has 4 members and should have 9. Sherry Masteller, Recreation Board Member reported that they have 1 Girls A Softball Team but the possibility of Coaches for a T-Ball and Girls B Teams next year.
Utilities: T. Stinnett reported that Bill Kees, Cowan Associates Inc will put together the specs and a quote for a generator for well#3 before the May Council meeting. S. Masteller received a phone message from Dick Meade, Borough Water Operator on Thursday April 15th 2010 stating we needed to get an electrician to look at the electrical box at Well#3. The Borough does not have a commercial electrician so S. Masteller contacted Todd Myers, Borough Engineer to ask for suggestions for an electrician. D. Meade called West Side Hammer Electric from Bethlehem and they came out in an hour. The electrician fixed the problem temporarily and came back to finish the project.
Keith Gabage, Director of Corporate Development with Aqua America sent an E-mail to the Borough introducing the Company. Aqua owns a number of Community water systems throughout 30 counties in Pennsylvania, including Bucks and neighboring Montgomery, Lehigh and Northampton County. Council is not interested in selling the Water Company.
Since Riegelsville Borough is part of the Costar program we are eligible for a discount for cold patch. M. Brady reported that we need about 10 ton. The cost will be approximately $1000.00. If the order goes to ABE Materials by 10 am the delivery is the next day.
An invitation to all elected officials was received to this year’s Police Memorial service on May 24th, 2010, 7pm at St. Andrews R.C. church in Newtown, Pennsylvania.
W. Dowd, Excavating will be finishing the water repair job at 411 Easton Road on April 22, 2010 weather permitting.
Streets and Properties: Gary Shultz from Altemos/Dale Wood Co. dropped off an estimate for a steam valve repair kit the cost with our gold plan discount is $797.80. T. Stinnett asked S. Masteller to get the breakdown of the costs. Remarks: The repair kit is $469.00
Cold patch is being delivered tomorrow.
E. Bartosiewicz reported that he and Todd Myers, Borough Engineer will be meeting tomorrow April 6th at 9 am to walk and discuss the street repairs on Emergency Squad Road and Spring Hill Road. E. Bartosiewicz asked if it was a conflict of interest if Todd Myers, Borough Engineer performed a Fireman’s land Survey. S. Masteller will contact William Dudeck, Borough Solicitor to discuss this issue. W. Dudeck did state that this was a conflict of interest.
Sher Shoemaker, Borough Resident called the Borough office to put a complaint in again about the construction that is being done to the canal. The contractors use the North end of Durham road and are not keeping the street cleaned and the mess is getting into the Shoemaker’s home. S. Masteller told Mrs. Shoemaker that she would contact Rick Dalton, DCNR Park Manager, about this issue.
The Borough Building painting is still a work in progress M. Brady, Borough Laborer, reported that the fire escape needs to be painted. Council agreed to put that on the list of things to be addressed. E. Bartosiewicz also reported the library door off the fire escape gets rain in under the door so put that on the list also. M. Brady will also fill in the hole above the front door where the bees were last season.
E. Bartosiewicz reported that Oxford Diabetic employees are still parking in front of his property on Ceader and his tenants have to park very far away. S. Masteller will contact John Letko and see if he has contacted the area churches to see if his employees could park in their lots for the day.
Grass is above the Borough’s Ordinance height of 8 inches at a few properties; Mr. Cook’s 3 acre residential lot, Riverstone Tavern and 1291 Easton Road.
Finance: We received a letter from DCED informing the Borough that we are recommended for funding in the amount of $5000.00 for the “Comprehensive Recreation, Park, Open Space Greenway Master site plan”.
Doreen Moyer, First Savings Insurance reported to add the Traffic light to the Borough policy it would cost approximately $214.00. Council unanimously agreed to add the light to the policy. S. Masteller will contact D. Moyer with this information.
Craig Cardone’s Sprinkler Contractor would like to perform a flow test and Dick Meade, Borough Water Operator suggests that M. Brady, Borough Laborer be present to open the hydrant. D. Meade suggested that M. Brady be paid for his time. Council unanimously agreed that M. Brady should be paid his hourly rate. S. Masteller will contact the Contractor with this information.
T. Macaluso, Borough Tax Collector received a per capita bill back and the Borough Resident said he does not live here. T. Macaluso would like to know what to do when you see the person in the Borough all the time. Council suggested asking for proof of residency, driver’s license, utility bill.
Council asked when the traffic light will be fixed. S. Masteller will contact them to get the construction date.
Council had a few questions from the Treasurers report for T. Macaluso; how many liquor licenses does the Borough have? Remarks: 5 liquor licenses Why is the postage so high? Remarks: pre-stamped envelope where purchased. Road Maintenance is high due to the Snow removal.
The General Fund was high under office fees. S. Masteller will check with T. Macaluso on these issues.

OTHER BUSINESS
Todd Myers, Fire Chief stated that they will apply for a grant in October for the portable generator that would need to be housed at the fire house.
William Kee, Cowan Associate, Inc. spoke to Council extensively about Well# 3 five projects:
- Well pump VFD
- Surge Protection Device
- Alarm Dialer
- Generator Connection
- Chlorine Room Ventilation
Council will continue to discuss these projects at the June Committee and Council meetings.

April 2010 Council Minutes
Vice President Kathleen Weiss called the regular meeting of the Riegelsville Borough Council to order at 7:30 p.m. April 14, 2010. Following the Pledge of Allegiance roll call was taken. PRESENT: Edward Bartosiewicz, John Panasiuk, Rodney Scott, Kathleen Weiss and Mayor Gregory Stokes ABSENT: Thomas Stinnett
E. Bartosiewicz motioned to approve the minutes of the March 10, 2010 Council Meeting and R. Scott seconded. Unanimous.
CORRESPONDENCE:
A letter from Joan and Shana Lance was read Thanking Council and Employees for the Flowers that was sent for Victor Lance’s Services.
Library Historical Committee presented a sketch to Council to show where they want to put trac lighting in the Historical room plus change hinges on the door. Council agreed for this work to be done.
A letter dated February 26, 2010 from Bucks County Controller’s office gave the audit of Magisterial District 07-3-03 for the years ended December 31, 2008 and 2007.
A letter dated March 2010 from Armour & Sons Electric, Inc. provided the Borough with the detailed service calls report from January 1, 2009 through December 31, 2009.
A letter dated March 9, 2010 from the Delaware River Joint Toll Bridge Commission announcing that they have a limited amount of additional funding to the CAI program. T. Stinnett sent an e-mail to see if the Pedestrian Bridge lighting project could be an accepted project to be considered.
A letter dated March 18th, 2010 was read from Riegelsville American Legion Post #950 asking permission to have the Memorial Day Parade on Sunday May 30th, 2010 at 1:00PM. Council gave the Legion permission to have the Parade in the Borough.
A letter dated March 22, 2010 from Pa DEP notifying the Borough of the General Permit to the Delaware River Joint Toll Bridge Commission for the restoration on the Delaware River Bridge.
REPORTS
Vice President- Nothing to report
Mayor – Mayor Stokes reported that he spoke to the Legion in reference to his participation in the Memorial Day Parade. Mayor Stokes also stated that the Legion needs to get insurance for the parade. Mayor Stokes was invited and attended the Opening Day of the Trenton Thunder Baseball Team. Mayor Stokes spoke to Pennsylvania State Police Sergeant in reference to the very loud motorcycle that comes out of Rescue Squad rode very loud and very early on the weekend days.

Zoning: Dave Taylor, Riegelsville Zoning Officer reported that 1 Foundation only permit was issued for Craig Cardone. 1 Home Occupation Project in review. D. Taylor has received several concerns about specific Borough properties: 241 Spring Hill Road, 141 Delaware Road, 672 Durham Road, 530 Easton Road, and 449 Easton Road. D. Taylor spoke to Business owner at 1126 Easton Road in reference to continue cleaning up the parking lot.

The library board folded, stuffed, and mailed the annual fundraising letter the week. The Historical Committee is working toward a grand opening of the historical room on June 5th, 2010. Friday Movie nights will resume March 26th 2010. They will be selling books on Ebay using Mission Fish for non-profit organizations, bearing no fees.
Fire Co. News: Council received the Fire Activity Report for February 2010. The next Fire House Breakfast is Sunday March 21st 2010. Fish Fry is Friday March 19th 2010.
Riegelsville Enhancement Committee (REC) News: The REC has been working on a mission statement and putting a list together of different areas in the Borough that need to be worked on.
EMS News: Council received the January 2010 Minutes.
Rec Board News: The Annual Basket Bingo will be Sunday March 28th at the Riegelsville Fire Company. Next meeting is March 29, 2010.
Miscellaneous: Ed Bartosiewicz inquired if there was any news regarding the Education Coalition. John related from an email he had received that the State Appeals Court has granted the 2nd appeal that will be before a panel of 3 State Judges. If granted, the decision will then go to the State Board of Education rather than the Secretary of Education.
Utilities:
T. Stinnett received an E-mail from B. Kees stating that the report for the Well #3 electrical problem will be finished very soon.
K. Weiss reported that there is a pot hole near the Catholic Church parking lot. S. Masteller will put that on M. Brady’s list when the alley’s get filled in April.
Streets and Properties:
John L. Hadley, Home Improvement LLC presented Council with a proposal to paint the rest of the Borough Building windows. (30 windows) plus replace the Southside basement door. Council agreed to give J. Hadley permission to proceed and the 2 proposals will be put on the Council agenda April 14th, 2010.
Cowan Associates, Inc. prepared a quote for an AutoCAD drawing of the Riegelsville Water system for Council to consider getting prepared. This will be put on the Council agenda April 14, 2010.
Borough office was faxed the Borough’s State Police reports for March 2010.
M. Brady had asked S. Masteller if Council could give an approval to start fixing and/or replace the problem curb stops that are on the June 2, 2009 list M. Brady had put together. Council suggested W. Nicholas should be contacted to work with M. Brady on this project. R. Scott asked how much a curb stop parts have cost in the past. S. Masteller will check with T. Macaluso to get this cost.
M. Brady has been approached by Borough Residents to see if the Borough was doing Borough street sweeping this year. Mayor Stokes will contact R. Strawn to see who did them last year.
M. Brady will start filling in the alley holes April 8th, 2010. Mayor Stokes asked if Emergency Squad Road will be fixed along with the alleys. S. Masteller stated that road will need to be repaired with cold patch not A1 modified. S. Masteller is researching to see if H&K can deliver cold patch and will report back to Council the findings.
E. Bartosiewicz stated that the Borough should request a financial report from R. Strawn for the Heritage Day Committee account. Council agreed and S. Masteller will send the letter out.
E. Bartosiewicz suggested to have M. Brady, Borough Laborer cut the shrub at the corner of 611 and Delaware road and fill in with cement. E. Bartosiewicz also reported the Borough Building roof needs to be repaired and he is getting prices for a lift.
Finance:
S. Masteller checked on pricing for a new cigarette butt disposal and found one for $55.00 plus shipping. Council stated that the shipping may be expensive so S. Masteller should check on that first before ordering one. Remarks: S. Masteller reported that the shipping was $28.00 so she will continue to check on pricing. T. Macaluso suggested possible purchasing one from the restaurant store.
Riegelsville Council received a check for $25,000.00 from Quaint Oak Bank for future use in connecting the current water line between the main on the northern end of Poplar Road and the main line leading west of Fairview Road along Maple Lane and continuing westward to the Borough’s Open Space trail property and north to Springhill Road. The resolution will be forwarded to William Dudeck, Borough Solicitor for review.
Bucks County Tax Collection Committee (TCC) is asking each participating Municipality to authorize the B.C. TCC to apply for a $5,000.00 Grant from Pennsylvania Department of Community and Economic Development for start up costs.
Borough Office received a letter from Gladeck-McGill in reference to the House Bill 1500, which would impose a fee to municipalities currently utilizing full time Pennsylvania State Police services. S. Masteller did contact Mr. Gene McGill and he stated our Municipality does not fall under the criteria that would need to pay per resident at this point in the Bill.
Barker & Barker Corp. has written a change order for the 2009 paving project and the bill will be added to the April 14th, 2010 Council agenda.
Bucks County Conservation District is updating their agreements with all Municipalities and asked that Municipalities approve and sign the Memorandum of Understanding. This Memorandum will be put on the Council agenda April 14, 2010.
