Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:05 p.m. Following the Pledge of Allegiance, roll call was taken.\u00a0 PRESENT: Thomas Stinnett, Ann Moyer, Ed Bartosiewicz, Rodney Scott and Mayor Stokes.\u00a0 ABSENT: Audrey Kenny. <strong>A. Moyer motioned to approve the minutes from<\/strong> <strong>August 9, 2017. R. Scott seconded.\u00a0 Unanimous.\u00a0 <\/strong><\/p>\n<p><em>CORRESPONDENCE: \u00a0<\/em><\/p>\n<p>Letter dated September 1, 2017 from Becky, Riegelsville Public Library, requesting the use of the Borough streets for Halloween Parade on Saturday October 28, 11am.<\/p>\n<p>Letter dated August 30, 2017 from FEMA \u201cThe 2016 Hazard mitigation plan\u201d,\u00a0 was approved by FEMA and now the Borough has 5 years to update and add their recommendations to the next plan, the current plans expires 9\/27\/2021.<\/p>\n<p>Letter dated August 29, 2017 Governor, Tom Wolf sent the Borough office a letter thanking the Borough Council for the resolution to oppose Senate Bill 663 (SB 663) and House Bill 1469 (HB 1469).<\/p>\n<p><em>REPORTS:<\/em><\/p>\n<p><strong>President \u2013 <\/strong>T. Stinnett reported to Council and Todd the legal easement, lot line documents from Well 1 &amp; 2 property. Todd will look over them and get back to Council.<\/p>\n<p><strong>Mayor<\/strong> <strong>\u2013 <\/strong>Mayor Stokes reported that another complaint about the yard debris at 428 Poplar Road.<\/p>\n<p><em><u>COMMENTS OF CITIZENS<\/u><\/em><u>:<\/u><\/p>\n<p>Sheila Collins asked Borough Council if they could move the Fern\/Edgewood sign back to the corner of her property.\u00a0 Tom said the sign was getting hit so that is probably why it was put across the street.<\/p>\n<p>Sherry will check with Matt.<\/p>\n<p><em><u>\u00a0<\/u><\/em><em><u>COMMITTEE REPORTS<\/u><\/em><u>:<\/u><\/p>\n<h6><strong><u>Community Affairs<\/u><\/strong><\/h6>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p><strong>Zoning: <\/strong>Jim Kopchak, Borough Zoning Officer reported to Council:<\/p>\n<ul>\n<li>4 Building permits: Demo Garage, removal of 400 gallon tank, 60 Amp Sub panel and Deck.<\/li>\n<li>5 Zoning permits: Accessory Building, Deck, Fence, 2-Re-Roofs.<\/li>\n<li>1274 Easton Road- FEMA Hydraulic calculation are needed.<\/li>\n<li>320 Spring Hill Road, Pool Barrier- Temporary fence installed \u2013 follow-up needed by Jim.<\/li>\n<li>116 Cedar Road, Property Maintenance Violation letter, Owner\u2019s attorney requested an extension until August 31, 2017.<\/li>\n<\/ul>\n<p><strong>Library News: <\/strong>Borough office received the August 2017 Directors report, the minutes have been filed in the Borough office.\u00a0 They did not have a quorum for their August meeting.<\/p>\n<ul>\n<li>New carpet has been ordered and awaiting the stair lift.<\/li>\n<li>Solar eclipse program report.<\/li>\n<li>The summer reading program has been well received with great positive feedback.<\/li>\n<li>Mary Shafer will be presenting a book talk here at the library on her book \u201cDevastation on the Delaware\u201d August 17, 2017 7pm.<\/li>\n<li>Fundraiser for the Brew Fest at Mueller\u2019s is in the planning stage. It will be 9\/23 and tickets are $25.00 &amp; will be at the door.<\/li>\n<\/ul>\n<p><strong>Fire Co. News:<\/strong><\/p>\n<ul>\n<li>July breakfast served 328.<\/li>\n<li>Pig Roast is set for August 26- 4-8pm.<\/li>\n<\/ul>\n<p><strong>Riegelsville Enhancement Committee News: <\/strong><\/p>\n<p>Meeting next Wednesday August 23.<\/p>\n<p><strong>UBREMS News:<\/strong><\/p>\n<p>No meeting.<\/p>\n<p><strong>Rec Board News: <\/strong><\/p>\n<ul>\n<li>We ordered 4 more tables for the pavilion.<\/li>\n<li>Troy Holzworth, Riegelsville Auto donated a frig to the Rec Board Concession stand.<\/li>\n<\/ul>\n<p><strong>Riegelsville Emergency Management:<\/strong><\/p>\n<ul>\n<li>Frank reported that he had a phone meeting with PEMA. The next quarterly meeting is 9\/12\/17.\u00a0 The currant EOP needs a few changes and then Council will look over it and update a Resolution.<\/li>\n<li>Todd Myers, Riegelsville Fire Chief, reported to Council to update the Fire Co. finances to Council.\u00a0\u00a0 They have had 5 new members join and they have advanced training that is an asset to the Co.\u00a0 The yearly fund drive letter has a 28% return. They mail out 900 mailings. They do grants to offset what the Municipalities (Riegelsville, Durham &amp; Nockamixon), fundraiser and donations.\u00a0 They need to repair the roof- the coating will cost around $10,000.00- $15,000.00- they are going to do the repair themselves.\u00a0\u00a0 Todd is hoping the Borough Council could raise the 1mil ($8650.00) to double the amount.<\/li>\n<\/ul>\n<p><strong>Riegelsville Planning Commission:\u00a0 <\/strong>No meeting in August.<\/p>\n<p><strong><u>Utilities<\/u><\/strong><\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>Masteller left a voicemail with M. Sullivan, a potential Water Operator to get his resume.<\/p>\n<p>Sonny continues to do chlorine readings for Aqua NJ.<\/p>\n<p>Matt &amp; Sonny are going to be the contacts when Mumford inspects the Cistern.<\/p>\n<p><strong><u>Streets &amp; Properties<\/u><\/strong><\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>Jim, Zoning officer &amp; Bill Dudeck, Borough solicitor are working on 428 Poplar Road property maintenance on going issues.<\/p>\n<p>The Tar &amp; Chip street project will start on September 18, awaiting for a date for street sweeping before the project begins.<\/p>\n<p>Halloween Parade is set for Saturday October 28, Becky, Children\u2019s librarian sent a letter to Council with the details.<\/p>\n<p>The 2016 Hazard mitigation plan was approved by FEMA and now the Borough has 5 years to update and add their recommendations to the next plan, the current plans expires 9\/27\/2021.<\/p>\n<p>Council will look over the changes to the updated EOP (Emergency Operations Plan). They will discuss it during the Community Affairs meeting on September 20.<\/p>\n<p>Council discussed the description of Court Lane, Sherry will send Ordinance #175 to Todd for clarification on the current zoning map.<\/p>\n<p>Sidewalk project was completed by S&amp;M contractors.<\/p>\n<p><strong><u>\u00a0<\/u><\/strong><strong><u>Finance<\/u><\/strong><\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>The Draft Ordinance #237 Medical Marijuana ready to advertise, Sherry will put on the Council agenda September 13.<\/p>\n<p>Governor, Tom Wolf sent the Borough office a letter thanking the Borough Council resolution to oppose Senate Bill 663 (SB 663) and House Bill 1469 (HB 1469).<\/p>\n<p>The 2016 Annual Audit &amp; Financial Report is approved.<\/p>\n<p>Council looked over the financials.<\/p>\n<p><em>UNFINISHED BUSINESS:\u00a0\u00a0<\/em><\/p>\n<p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Todd Myers, Borough Engineer discussed the Open Space Trail project.<\/em><\/p>\n<p><em>\u00a0<\/em>Letter will be mailed out Thursday to Jack Chase (Applicant\/Agent-Zoning permit for driveway 303 Poplar Road Sweeney\/Woerner) from Jim Kopchak, Borough Zoning Officer.<\/p>\n<p>Approval to advertise Ordinance #237 to amend Ordinance 222(\u201cZoning Ordinance\u201d) to provide for \u201cmarijuana dispensary facilities\u201d in the C Commercial District, for \u201cmedical Marijuana growing\/processing facilities\u201d in the I\u00a0 Industrial District.\u00a0 <strong>E. Bartosiewicz motioned to approve and R. Scott seconded.\u00a0 Unanimous.<\/strong><\/p>\n<p>Approval to award Morton Salt the 2017-2018 salt bid $48.82 delivered price per ton. Minimum 20 tons.\u00a0 Reduced by $7.31 over last year.\u00a0 <strong>E. Bartosiewicz motioned to approve and A. Moyer seconded.\u00a0 Unanimous.<\/strong><\/p>\n<p><em>NEW BUSINESS:<\/em><\/p>\n<p>Borough\u2019s 2004 Chevy Truck, needs inspection, tires (already approved) needs (Front, Rear pads\/rotors, rear axle due to rust Estimate $1300.00 &#8211; $1400.00 GM Parts). <strong>R. Scott motioned to approve maximum of $1400.00 and E. Bartosiewicz seconded.\u00a0 Unanimous.<\/strong><\/p>\n<p><em>APPROVAL OF BILLS:<\/em><strong>\u00a0 E.
