Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:00 p.m. Following the Pledge of Allegiance, roll call was taken.\u00a0 PRESENT: Thomas Stinnett, Ed Bartosiewicz, Ann P Moyer, Rodney Scott, Mayor Stokes and William Dudeck, Borough Solicitor.\u00a0 <strong>E. Bartosiewicz motioned to approve the minutes from<\/strong> <strong>August 10, 2016. A. Moyer seconded.\u00a0 Unanimous.\u00a0 <\/strong><\/p>\n<p><strong>\u00a0<\/strong><em>CORRESPONDENCE: \u00a0<\/em><\/p>\n<p>Phone message received from Ponder Goembel, property owner would like to change her address back to 668 instead of 666-668. E. Bartosiewicz motioned to change the address to 668 Easton Road, A. Moyer seconded, Unanimous.\u00a0 S. Masteller will contact P. Goembel with the process.<\/p>\n<p>Letter dated September 6, 2016\u00a0 Riegelsville Public Library requested the use of the Borough streets and Riegelsville Fire Police for the Halloween Parade on October 29, 2016.\u00a0 Council unanimously approved the request.<\/p>\n<p>Letter dated September 9, 2016 Riegelsville Recreation Board requesting Riegelsville Fire Police, Tinicum FP, Bridgeton FP and Springfield Township FP\u00a0 to assist with the Annual car show on November 6, 2016. Council unanimously approve this request, S. Masteller, Borough Secretary will send letters.<\/p>\n<p><em>REPORTS:<\/em><\/p>\n<p><strong>President \u2013<\/strong> Tom Stinnett reported to Council that he was asked to join the Bucks County TCC board of appeals. T. Stinnett also discussed with Council that he attended a meeting that discussed a resolution in support of a citizen commission for Legislative redistricting and congressional districting.<\/p>\n<p><strong>Mayor<\/strong> \u2013 Mayor Stokes reported to Council that a truck hit the PennDOT Canal Bridge today. The State Police and a PennDOT employee came to investigate the accident.\u00a0 Mayor Stokes reported that his over 45 Baseball team won the last 3 out of 5 games for the season.\u00a0 Mayor Stokes has been investigating frequent cars that has been parking at the Borough Park. There has been recent vandalism at the Borough Park.<\/p>\n<p>&nbsp;<\/p>\n<p><em><u>COMMENTS OF CITIZENS<\/u><\/em><u>:<\/u>\u00a0 One Borough resident and Regan Wilson, owner of River Valley Septic.<\/p>\n<p>Wilson asked Council if they had any questions in reference to him purchasing 504 Easton Road. W. Dudeck, Council, and R. Wilson had a short discussion about the existing non-conforming use plus the G-5, G-6 use in the Current Zoning Ordinance. Borough Council recognizes 504 Easton Road as an extension of an existing non-conforming use request 15.01 in Zoning Ordinance #222. <strong>E. Bartosiewicz motioned to approve, R. Scott seconded. Unanimous.<\/strong><\/p>\n<h6><em><u>COMMITTEE REPORTS<\/u><\/em><u>:<\/u><\/h6>\n<h6><strong><u>Community Affairs<\/u><\/strong><\/h6>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p><strong>Zoning: <\/strong>Jim Kopchak, Borough Zoning Officer reported to Council that 3 Building permits were issued:<\/p>\n<p>HVAC, Shed Roof (FEMA FP) and 8 foot Fence install. 1 Zoning permit was issued for 8 foot Fence install.<\/p>\n<p>No updates in reference to 122 Maplewood Road unsafe 2 car garage building. Property owner was looking into someone to remove the wood once it is taken down.<\/p>\n<p>428 Poplar Road property maintenance issue is still ongoing with the Borough Solicitor.<\/p>\n<ol>\n<li>Kopchak met with Regan Wilson to discuss 504 Easton Road property that he wants to purchase. R. Wilson gave Borough Council members his written plan of what he wants to do with the property. Regan will be added to the Borough Council agenda on September 14, 2016 at 7pm.<\/li>\n<\/ol>\n<p><strong>Library News: <\/strong>JoAnn Walsh, Library Board of Trustees member reported to Council a few things:<\/p>\n<ul>\n<li>State funding for 2017 will remain the same.<\/li>\n<li>The library hosted Summer Reading program, was very successful. For every 100 minutes a colorful paper chain was displayed in the library.<\/li>\n<li>Brewfest Fundraiser is set for September 24, at Muellers.<\/li>\n<li>13<sup>th<\/sup> Annual Flea Market is September 17, on the lawn.<\/li>\n<li>Complete minutes are in the Borough office.<\/li>\n<\/ul>\n<p><strong>Fire Co. News:<\/strong> A. Kenny reported to Council that they are purchasing a light duty used 2006 Truck. The next Fire Breakfast is August 21, 8-noon.<\/p>\n<p><strong>Riegelsville Enhancement Committee News: <\/strong>E. Albrecht reported to Council that the next meeting is September 28.<\/p>\n<p><strong>UBREMS News:<\/strong>\u00a0 E. Bartosiewicz reported to Council that they have 15 Fulltime Employees, during their monthly meeting employee\u2019s health insurance was discussed.<\/p>\n<p><strong>Riegelsville Emergency Management:<\/strong> Nothing to report.<\/p>\n<p><strong>Rec Board News: <\/strong>Rodney reported to Council that the Rec Board is looking into more security at the\u00a0Park due to the recent vandalism that has occurred.\u00a0 We have a Williams Township Boys Fall Ball baseball team using one of the Borough Ball Fields. They are maintaining the field too.<\/p>\n<p><strong>Riegelsville Planning Commission: No September meeting, the next meeting is October 3, 7pm.<\/strong><\/p>\n<h6><strong><u>Utilities<\/u><\/strong><\/h6>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>Jeff Murray, Electrician came to see why the generator at the Borough building didn\u2019t automatically turn on when needed.\u00a0 J. Murray needed to fix a wire and he showed M. Brady and S. Masteller how to turn it on manually.<\/p>\n<p>M. Brady and W. Dowd checked old water lines to make sure they were capped and they were.<\/p>\n<p>Property at #122 Delaware Road had their plumber fix the pipes for the new water meter to be installed by the water Co.<\/p>\n<p><strong><u>Streets &amp; Properties-<\/u><\/strong>No meeting due to no quorum.<\/p>\n<p><strong><u>Finance- <\/u><\/strong>No meeting due to no quorum<\/p>\n<p><em>\u00a0<\/em><em>UNFINISHED BUSINESS:<\/em><\/p>\n<p>Approval of Check $10,190.00 to Barry Hoffman Co.
