Stinnett called the Zoom regular meeting of the Riegelsville Borough Council to order at 7:00 p.m. June 10, 2020.\u00a0 Following the Pledge of Allegiance, roll call was taken.\u00a0 PRESENT: Thomas Stinnett, Ed Bartosiewicz, Kate Brandes, Ann P Moyer, Rodney Scott and Mayor Stokes. <strong>Moyer motioned to approve the Council minutes from<\/strong> <strong>May 13, 2020, E. Bartosiewicz Seconded. \u00a0 Unanimous.<\/strong><strong>\u00a0 \u00a0 \u00a0 \u00a0\u00a0<\/strong><\/p>\n<p><em>REPORTS:\u00a0 <\/em><\/p>\n<p><em>\u00a0<\/em><strong>President-<\/strong> T. Stinnett reported to Council:<\/p>\n<ul>\n<li>We are recording all our Zoom meetings. If anyone makes inappropriate comments, tries to sell something, is attacking someone, etc. you will be removed from this meeting.<\/li>\n<li>Welcome to Zoom Borough Council meeting~ bear with us we are all learning new technology due to the Coronavirus pandemic. We are following the \u201cstay at Home request\u201d. Bucks County remains in the Yellow Zone. We are doing the best we can during this declared emergency with the Borough code, and in the spirit of the Sunshine act.<\/li>\n<li>We continue to perform daily tasks plus added State, County &amp; local Covid-19 pandemic emergency protective information that is being gathered and then being passed on via Borough website, \u201cRville Happenings\u201d, posting on Borough office door.<\/li>\n<\/ul>\n<p>Borough Secretary &amp; Borough Treasurer\/Tax collector are working remotely from the Borough office.\u00a0 Borough office phone has been forwarded to the Riegelsville Water Co. emergency after hour\u2019s cell.\u00a0 Matt Brady-fulltime laborer is working regular hours.<\/p>\n<ul>\n<li>Riegelsville Water Company is running the same as before this emergency.<\/li>\n<li>Senator Mensch, State Rep Ullman, BC Emergency Operations Center &amp; Frank Preedy, Borough EMC has been sending email\u2019s daily with county &amp; state updates.<\/li>\n<li><u>Trail update<\/u>:<\/li>\n<\/ul>\n<p>Contractor is putting down the first layer of gravel and should have it all down soon. Then the next layer will be started.\u00a0 More to be discussed later in meeting.<\/p>\n<ul>\n<li><u>Library Restoration project<\/u>:<\/li>\n<\/ul>\n<p>Will be discussed later in meeting.<\/p>\n<ul>\n<li><u>Spring Hill Road Traffic Calming Update<\/u>:<\/li>\n<\/ul>\n<p>During the last meeting we received the cost for Engineer services for the study and report would be $2,500.00.\u00a0 Will be discussed later in meeting.<\/p>\n<p><strong>Mayor<\/strong>&#8211; Reported to Council:<\/p>\n<ul>\n<li>Mayor Stokes contacted the Stockertown State Police and the Dublin State Police Barracks for their presents during the June 9, 2020 protest.<\/li>\n<li>Received a few complaints in reference to the dirt that was on the Borough roads from the Trail project. R. Scott and S. Masteller were contacted and the Engineer sent a letter to the Contractor.<\/li>\n<\/ul>\n<p><em><u>COMMENTS OF CITIZENS<\/u><\/em><u>:<\/u> \u00a0Please state your name, you have 3 minutes to speak.<\/p>\n<p>9-Borough residents present on Zoom.<\/p>\n<p><u>Maureen Woerner<\/u> asked if she could receive the May recording since she couldn\u2019t get in the meeting. S. Masteller will email that to her.<\/p>\n<p>Borough Resident Kim Marciano-Hankinson requested comment \u201cParking issue on Court Lane\u201d.\u00a0 Kim spoke to Council that she contacted S. Masteller about 7 months ago with a concern that her neighbor is parking on Court Lane and Emergency vehicles cannot get thru. S. Masteller told her she sent 2 letters.<\/p>\n<p>Kim continued to say that she took her bumper off her new Mercedes trying to get out of her driveway. \u00a0If people can park on any road then it will be a huge problem.<\/p>\n<p>Council and Treasurer discussed that a NO Parking Ordinance would need to be done not just No Parking sign. There is a lot of expense to do a new Ordinance- Engineering study, Solicitor fees, and Advertising fees. <strong>A. Moyer made a motion \u201cTo look into an ordinance for No Parking on Elmwood Road, Bidwell Lane and Court Lane\u201d, R. Scott seconded\u00a0\u00a0 Unanimous.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Bryan Schapley sent a chat: Firetrucks cannot make that turn and Ambulances can make the turn. Are you seriously talking about people parking where they have been parking for 50 years?<\/p>\n<p>Tammy Macaluso sent in a chat: Emergency vehicles go the resident\u2019s street address.<\/p>\n<h6><em><u>COMMITTEE REPORTS<\/u><\/em><u>:<\/u> \u00a0No Committee meetings due to the Covid-19 pandemic.<\/h6>\n<p><em>ESSENTIAL BUSINESS:<\/em><strong>\u00a0 \u00a0 \u00a0 \u00a0\u00a0<\/strong><\/p>\n<p>Approval of pay request #2 (Stone Trail) recommendations from Cowan Associates $36,380.82 to Charlie Nansteel Tree &amp; Excavation.\u00a0 <strong>E. Bartosiewicz motioned to approve and K. Brandes seconded.\u00a0 Unanimous.<\/strong><\/p>\n<p>\u201cNotice of intent to award\u201d from the recommendation of the Cowan Associates to award low bidder for the Library Restoration project. T. Stinnett stated that the actual low bidder withdrew his bid and the next bidder was $60,000.00 more than our budget with the Grant. <strong>Rodney motioned to reject all the bids that where received, E. Bartosiewicz seconded Unanimous. \u00a0<\/strong>T. Stinnett stated the Engineer will redo the bid and take out the Masonry part and put it out to rebid.\u00a0 Council agreed to the rebidding.<\/p>\n<p>There is no need to vote on this since Council rejected the bid.\u00a0 \u201cBorough Council approves (with recommendation from Cowan Associates) Sherry L Masteller- Borough Secretary to sign \u201cnotice to proceed\u201d Trail documents outside of a scheduled Borough Council meeting\u201d.<\/p>\n<p>M. Brady would like to do Hydrant flushing 6\/22-6\/25 since it was not done in May due to the recent water work and the pandemic. Council agreed that was a good time.<\/p>\n<p><em>APPROVAL OF BILLS:<\/em> \u00a0<strong>A. Moyer motioned to approve bills.\u00a0 R. Scott seconded.
