Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:03 p.m. September 11, 2019.\u00a0 Following the Pledge of Allegiance, roll call was taken.\u00a0 PRESENT: Thomas Stinnett, Ed Bartosiewicz, Kate Brandes, Ann P Moyer, Rodney Scott and Mayor Stokes. <strong>Scott motioned to approve the Council minutes from<\/strong> <strong>September 11, 2019. A. Moyer Seconded. \u00a0 Unanimous.<\/strong><\/p>\n<p><em>CORRESPONDENCE: \u00a0<\/em><\/p>\n<p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/em>Invitation from Robin M Robinson-BC Recorder of Deeds invited Borough Council celebrate founders day!\u00a0 William Penn turns 375. Tuesday October 15, 9-4pm at the Recorder of Deeds Office.<\/p>\n<p>Letter dated September 16, 2019 Springfield Township, Request for Fire Police during the Springtown Halloween Parade October 27, 2019. <strong>\u00a0E. Bartosiewicz motioned to approve. K. Brandes seconded.\u00a0 Unanimous.<\/strong><\/p>\n<p><em>REPORTS:<\/em><\/p>\n<p><strong>President <\/strong>\u2013 T. Stinnett reported that Council that he will be out of town for the Car show and will not be able to help.<\/p>\n<p><strong>Mayor<\/strong> <strong>\u2013 <\/strong>Mayor Stokes reported to Council that he had a help a few trucks get turned around before the Canal Bridge.\u00a0\u00a0 Mayor Stokes has 2 weddings coming up in October.<\/p>\n<p><em><u>COMMENTS OF CITIZENS<\/u><\/em><u>:<\/u> \u00a02 Borough residents present.<\/p>\n<h6><em><u>COMMITTEE REPORTS<\/u><\/em><u>:<\/u><\/h6>\n<p><strong><em>Community Affairs-<\/em><\/strong><\/p>\n<p>Ann P Moyer called the meeting to order at 7:00 pm on September 18, 2019 at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present<\/u><\/strong><u>:<\/u>\u00a0 Ann P Moyer, Ed Bartosiewicz, Kate Brandes, Tom Stinnett and Rodney Scott.<\/p>\n<p><strong><u>Others Present<\/u><\/strong><u>: <\/u>\u00a0\u00a0Jim Kopchak-Borough Zoning Officer, Frank Preedy-EMS Coordinator and Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Concerns from citizens:<\/u><\/strong>\u00a0\u00a0 No one present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p><strong><u>Zoning:<\/u> <\/strong>Jim Kopchak, Borough Zoning Officer reported to Council September 2019 report:<\/p>\n<ul>\n<li>Permits: Building permits: 1-Generator. Zoning permits: 2-Re-Roofs.<\/li>\n<li><strong>Enforcement Activities<\/strong><\/li>\n<\/ul>\n<ul>\n<li>530 Easton Road- Violation was granted extension for August 8, 2019.<\/li>\n<li>715 Durham Road- Stop work order. August 28, meeting with Property owner to discuss upgrading the fire alarm system for entire building to achieve a passing safety score.<\/li>\n<li>1275 Durham Road- Stop work order. Waiting for the property owner to do additional drawings with grading and flood elevations.<\/li>\n<\/ul>\n<p><strong><u>Library News: <\/u><\/strong>Borough office received the August 2019 Directors report, the minutes have been filed in the Borough office.\u00a0 Ann P Moyer highlighted the August Directors report to Council.<\/p>\n<ul>\n<li>Library closed Saturday August 31 for the Labor Day Holiday.<\/li>\n<li>Brew fest is set for Saturday September 28, 2019, have 5 restaurants and 2 caterers.<\/li>\n<li>SummerQuest was a huge success.<\/li>\n<li>Story Time resumes Tuesday September 10<sup>th<\/sup>.<\/li>\n<li>Riegelsville Halloween Parade will be Saturday, October 26<\/li>\n<li>Make a Mini-Gingerbread House or Mini-Tree program will be held Saturday, December 7.<\/li>\n<\/ul>\n<p><strong><u>Fire Co. News:<\/u><\/strong><\/p>\n<ul>\n<li>Breakfast on Sunday September 15 served 237.<\/li>\n<li>October 5, \u201cHam Dinner\u201d.<\/li>\n<\/ul>\n<p><strong><u>Riegelsville Enhancement Committee News: <\/u><\/strong><\/p>\n<ul>\n<li>New Gardens at the Borough Hall building are underway.<\/li>\n<li>October 16, Boscov\u2019s \u201cFriends Helping Friends\u201d Coupon day fundraiser.<\/li>\n<li>Next meeting Wednesday September 25, 7pm at Borough Hall.<\/li>\n<\/ul>\n<p><strong><u>UBREMS News:\u00a0 <\/u><\/strong><\/p>\n<ul>\n<li>Bought a used ambulance that can carry more equipment and has a bigger box than the other ambulances they run.<\/li>\n<\/ul>\n<p><strong><u>Rec Board News:<\/u><\/strong><\/p>\n<ul>\n<li>Congrats to Mayor Stokes men\u2019s Baseball team for making it to the finals.<\/li>\n<li>Car show meeting September 23.\u00a0 Fall roll out show is Sunday November 3, 8am-2.<\/li>\n<\/ul>\n<p><strong><u>Riegelsville Emergency Management:<\/u><\/strong> Frank Preedy reported to Council that after meeting with Army Corp engineer about the storm drains on August 6 they would like to attend a Council Committee meeting on October 16.<\/p>\n<p><strong><u>Riegelsville Planning Commission: <\/u><\/strong><\/p>\n<ul>\n<li>No September meeting.<\/li>\n<\/ul>\n<p><strong>Meeting adjourned 7:53 pm.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Next meeting October 16, 2019\u00a0\u00a0 7pm<\/strong><\/p>\n<p><strong><em>Utilities- <\/em><\/strong><\/p>\n<p>Rodney Scott called the Utilities meeting to order at 7:54 pm on September 18, 2019 at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present:<\/u><\/strong> \u00a0 Ed Bartosiewicz, Ann P Moyer, Kate Brandes, Tom Stinnett and Rodney Scott<\/p>\n<p><strong><u>Others Present:\u00a0 <\/u><\/strong>\u00a0\u00a0Frank Preedy-EMS Coordinator and Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Concerns from Citizens:<\/u><\/strong>\u00a0 No Borough resident present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<ul>\n<li>Hydrant Flushing October 14-18\u00a0 9pm-Midnight.<\/li>\n<li>Council went over the DEP Uninterupted System Service Plan for PA Community Water Systems.\u00a0 Rodney signed the document.<\/li>\n<li>Council discussed the footbridge, the boards need to be powerwashed, sealed then add non slip metal strips. Rodney will look into paints and strips.<\/li>\n<\/ul>\n<p>Meeting Adjourned: 8:10 pm<\/p>\n<p><strong>Next meeting October 16, 2019<\/strong><\/p>\n<p><strong><em>Streets &amp; Properties- <\/em><\/strong><\/p>\n<p>Ed Bartosiewicz called the meeting to order at 7:02 pm on October 2, 2019 at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present:<\/u><\/strong><\/p>\n<p>Ed Bartosiewicz, Kate Brandes, Rodney Scott and Tom Stinnett.<\/p>\n<p><strong><u>Others Present:<\/u><\/strong><\/p>\n<p>Mayor Stokes and Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Comments from Citizens: <\/u><\/strong>\u00a01- Borough resident was present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>\u201cNo Right turn ordinance\u201d update- Solicitor put together the draft ordinance. S. Masteller will check with<\/p>\n<p>the State Police with the questions in reference to fines since it is a traffic citation.<\/p>\n<p>Ed updated Council on the roof leaking in the third floor apartment and said he was hoping to get help maybe on the weekend October 5 or 6 weather permitting. Ed said that he will get help since a higher ladder is needed.<\/p>\n<p>Ed will talk to Matt about the pedestrian bridge to power wash and possible paint and put metal skid free plates before the bad weather arrives. Matt hooks up a hose to the hydrant.<\/p>\n<p>Ed said we should find another company to do the railings. Council does not know anyone.<\/p>\n<p>Meeting adjourned 7:33 pm<\/p>\n<p>Next Streets\/Properties meeting will be held on November 6, 2019 at 7:00 pm in the Riegelsville Borough Hall.<\/p>\n<p><strong><em>Finance- <\/em><\/strong><\/p>\n<p>Kate Brandes called the meeting to order on October 2, 2019 at 7:34 pm at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present:<\/u><\/strong><\/p>\n<p>Kate Brandes, Ed Bartosiewicz, Rodney Scott and Tom Stinnett.<\/p>\n<p><strong><u>Others Present:\u00a0 <\/u><\/strong><\/p>\n<p>Mayor Stokes, Tammy Macaluso-Borough Treasurer and Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Comment from Citizens<\/u><\/strong><u>: <\/u>\u00a0\u00a0No Borough residents present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>Kate will see if the results are in for the Keystone Grant that we applied for.<\/p>\n<p>Borough office received the Spring Hill Water Main bid info.<\/p>\n<p>Borough Engineer gave Council the Open Space Trail estimate sheet.\u00a0 DCNR Greenways grant $196,000.00 and the BC Open Space Grant $167,908.00.<\/p>\n<p>Borough office received a quote for a new Borough Hall sign in the Parking lot. Mayor Stokes will get a quote from Mr. Carr and get it to the Borough. <strong><em>Remarks:<\/em><\/strong><em> Mayor Stokes reported to Council that talking to Mr. Carr the gold leaf is very expensive and he would need to use mahogany. Mr Carr felt that was a fair quote the Borough received. Council discussed that they will pursue for sign without gold leaf.<\/em><\/p>\n<p>Council looked over the 2020 Budget numbers.<\/p>\n<p>Council looked over the monthly finances.<\/p>\n<p>Meeting adjourned at 8:45 pm.<\/p>\n<p>Next Finance meeting will be held November 6, 2019 immediately following Streets\/Properties at the Riegelsville Borough Hall.<\/p>\n<p><em>UNFINISHED BUSINESS:<\/em><\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Approval to award \u201cMorton Salt\u201d 2019-2020 bid <strong>$48.50<\/strong> delivered price per ton. Minimum 20 Tons. Increased $.58 a ton over last year. <strong>R. Scott motioned to approve and A. Moyer seconded.\u00a0 Unanimous.<\/strong><\/p>\n<p>Approval of Ordinance #241 \u201cAN ORDINANCE OF RIEGELSVILLE BOROUGH, BUCKS COUNTY, PENNSYLVANIA, TO MANAGE ITS RIGHTS OF WAY; ESTABLISHING A RENTAL FEE; REQUIRING INSURANCE AND INDEMNIFICATION; AND CREATING MECHANISMS FOR ENFORCEMENT<strong>\u201d.<\/strong><strong> \u00a0E. Bartosiewicz motioned to approve and K. Brandes seconded.\u00a0 Unanimous.<\/strong><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/p>\n<p><em>NEW BUSINESS: \u00a0Nothing to report. \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/em><\/p>\n<p><em>\u00a0<\/em><em>APPROVAL OF BILLS:<\/em><strong>\u00a0 R.
