Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:01p.m. June 12, 2019.\u00a0 Following the Pledge of Allegiance, roll call was taken.\u00a0 PRESENT: Thomas Stinnett, Ed Bartosiewicz, Kate Brandes, Ann P. Moyer, Rodney Scott and Mayor Stokes.\u00a0<strong>Bartosiewicz motioned to approve the Council minutes from<\/strong> <strong>May 8, 2019. K. Brandes Seconded. \u00a0 Unanimous.<\/strong><\/p>\n<p><em>CORRESPONDENCE: \u00a0<\/em><\/p>\n<p><em>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Letter dated May 14, 2019 was received from Pennsylvania Department of Environmental Protection in reference to Approved Safe Drinking Water Permit for Well 1 &amp; 2.<\/em><\/p>\n<p><em>REPORTS:<\/em><\/p>\n<p><strong>President <\/strong>\u2013 T. Stinnett had nothing to report.<\/p>\n<p><strong>Mayor<\/strong> <strong>\u2013 <\/strong>Mayor Stokes reported to Council that he received a call from a Daughter who\u2019s Mom receives Meals on wheel that are prepared by Fig tree Market and she is very concerned since they have not been allowed to open yet. Mayor Stokes did say that this issue is in the Zoning office and he would ask about it during the Council meeting.\u00a0 S. Masteller did add that Jim Kopchak, Borough Zoning officer, Fig Tree\u2019s New owner, the Property owner and Architect have a meeting at the property on Monday June 17, 2019 at 2:30.\u00a0\u00a0 Mayor Stokes also performed one wedding.<\/p>\n<p><em><u>COMMENTS OF CITIZENS<\/u><\/em><u>:<\/u> \u00a0No one present.<\/p>\n<h6><em><u>COMMITTEE REPORTS<\/u><\/em><u>:<\/u><\/h6>\n<p><strong><em>Community Affairs-<\/em><\/strong><\/p>\n<p>Ann P Moyer called the meeting to order at 7:00 pm on May 15, 2019 at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present<\/u><\/strong><u>:<\/u>\u00a0 Ann P Moyer, E. Bartosiewicz, Kate Brandes, Rodney Scott and Tom Stinnett.<\/p>\n<p><strong><u>Others Present<\/u><\/strong><u>: <\/u>\u00a0\u00a0Jim Kopchak-Borough Zoning Officer, Frank Preedy-EMS Coordinator, Walter Szablowski -Riegelsville Constable and Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Concerns from citizens:<\/u><\/strong>\u00a0\u00a0 3 borough resident present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>Walter Szablowski- State Constable of Riegelsville, introduced himself to Council, the primary duties of a constable is with the courts. A constable of a Borough shall, without warrant and upon view, arrest and commit for hearing any person who:<\/p>\n<ol>\n<li>Is guilty of a breach of the peace, vagrancy, riotous or disorderly conduct or drunkenness.<\/li>\n<li>May engage the commission of any unlawful act tending to imperil the personal security or endanger the property of the citizens.<\/li>\n<li>Violates any ordinance of the Borough for which a fine or penalty is imposed.<\/li>\n<\/ol>\n<p><strong><u>Zoning:<\/u> <\/strong>Jim Kopchak, Borough Zoning Officer reported to Council May 2019 report:<\/p>\n<ul>\n<li>Permits: Building permits: 1-Radon Evac System and Radiant Heat for ramp. Zoning permits: 3-Re-Roofing.<\/li>\n<li>Jim discussed with Council the proposed Heffley Bill HB 349 (This Bill is currently in the Senate Committee) this Bill will cause hardship for Municipalities like Riegelsville who use a 3<sup>rd<\/sup> party inspection agency to enforce the UCC.\u00a0 Please contact your State Senator to oppose this legislation.<\/li>\n<\/ul>\n<p><strong>Enforcement Activities<\/strong><\/p>\n<p>129 Maplewood Rd.-\u201cStop-Work Order\u201d awaiting construction documents.<\/p>\n<p>113 Delaware Rd. \u2013 waiting on permits.<\/p>\n<p>320 Delaware Rd. &#8211; Property owner has provided proof of registration and insurance for violations, there is a pending court date May 29, 2019. Does the Borough Council wish to withdrawal complaint or proceed with a hearing in front of the District Judge.\u00a0 Council agreed to withdrawal the hearing since the owner provided information that was needed.<\/p>\n<p><strong><u>Library News: <\/u><\/strong>Borough office received the April 2019 Directors report, the minutes have been filed in the Borough office.\u00a0 Beth Banko, Library Board of Trustees read some of the highlights from the minutes to Council.<\/p>\n<p>Trustees met on May 13, 2019.<\/p>\n<ul>\n<li>Linden Hill Gardens has asked the Library to attend their Ottsville Holiday Festival on Saturday December 7, 2019.<\/li>\n<li>Brewfest is set for Saturday September 28, 2019, planning is underway.<\/li>\n<li>\u201cFriends of the Library\u201d, are having a Flea Market on Saturday May 18, 2019.<\/li>\n<li>Book sale dates needed to be changed due to Primary Election on May 21 this year, new dates are May 31, June 1st and 8<sup>th<\/sup>.<\/li>\n<li>Our \u201cUnwind and Uncork\u201d fundraiser with Villa Milagro, June 1.<\/li>\n<li>Antiques Appraisal Fundraiser is set for Sunday June 30<sup>th<\/sup> in the Community Room.<\/li>\n<\/ul>\n<p><strong><u>Fire Co. News:<\/u><\/strong><\/p>\n<ul>\n<li>Next breakfast is Sunday May 19.<\/li>\n<li>June 1, Roast beef dinner.<\/li>\n<\/ul>\n<p><strong><u>Riegelsville Enhancement Committee News:<\/u><\/strong><\/p>\n<ul>\n<li>Memorial bench assembled and Tree planted in memorial of Elaine Albrecht was put on the Borough Hall Lawn.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong><u>UBREMS News:\u00a0 <\/u><\/strong>Nothing new to report.<\/p>\n<p><strong><u>Rec Board News:<\/u><\/strong> Rodney reported to Council,<\/p>\n<ul>\n<li>2 softball teams are in full swing for the season.<\/li>\n<li>The rec board purchased a used John Deere mower &amp; wagon.<\/li>\n<\/ul>\n<p><strong><u>Riegelsville Emergency Management:<\/u><\/strong> Frank Preedy reported to Council that on May 30 he will be attending a BC \u201cFlood proofing workshop\u201d and on June 11 a \u201cHazardous Mitigation meeting\u201d.<\/p>\n<p><strong><u>Riegelsville Planning Commission: <\/u><\/strong>During the April 1 meeting, they looked over the wireless 5G information.<\/p>\n<p><strong><u>Misc:<\/u><\/strong><\/p>\n<ul>\n<li>Memorial Day Parade May 26, 1pm &#8211; sponsored by The American legion<\/li>\n<li>\u201cYou have to call 911\u2026Now What?\u201d flyer will go out Friday in the \u201cRville Happenings\u201d.<\/li>\n<\/ul>\n<p><strong>Meeting adjourned 8:06 pm.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Next meeting June 19, 2019\u00a0\u00a0 7pm<\/strong><\/p>\n<p><strong><em>Utilities- <\/em><\/strong><\/p>\n<p>Rodney Scott called the Utilities meeting to order at 8:07 pm on May 15, 2019 at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present:<\/u><\/strong>\u00a0\u00a0 Rodney Scott, Ed Bartosiewicz, Kate Brandes, Ann P Moyer and Tom Stinnett.<\/p>\n<p><strong><u>Others Present:\u00a0 <\/u><\/strong>\u00a0Jim Kopchak-Borough Zoning Officer, Frank Preedy-EMS Coordinator and Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Concerns from Citizens:<\/u><\/strong>\u00a0 One Borough resident present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>Well 1 &amp; 2 new Sodium hypochlorite system is up and running.<\/p>\n<p>Hickory High Tree Service is trimming trees up at Well 1&amp;2, dead spruce at the Borough Hall building and trim by our open space near 429 Poplar Road.<\/p>\n<p>Riegelsville Auto is working on estimate for Backhoe.<\/p>\n<p>Meeting Adjourned: 8:15 pm<\/p>\n<p><strong>Next meeting June 19, 2019<\/strong><\/p>\n<p><strong><em>Streets &amp; Properties-<\/em><\/strong><\/p>\n<p>Ed Bartosiewicz called the meeting to order at 7:00 pm on June 5, 2019 at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present:<\/u><\/strong><\/p>\n<p>Ed Bartosiewicz, Ann P Moyer and Tom Stinnett<\/p>\n<p><strong><u>Others Present:<\/u><\/strong><\/p>\n<p>Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Comments from Citizens: <\/u><\/strong>\u00a0\u00a02 Borough residents present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>The Ash Lane water line project did not have to dig into 611 due to a stub coming up Ash Lane from 611.<\/p>\n<p>The Annual Consortium Rock Salt Joint Bid request was sent in.<\/p>\n<p>Co-owners of the New Fig Tree Market sent a letter dated May 29, 2019 to Ann Moyer-Community Affairs Chair in to request a temporary certificate of occupancy in hopes of opening our doors at 715 Durham Road location.\u00a0 Jim Kopchak, Riegelsville Zoning officer relayed to Sherry that a temporary certificate of occupancy needs to be associated to a permit number and Zoning permit has not been applied for.\u00a0 The owner of the building is corresponding with Jim to get this straightened out.<\/p>\n<p>Tina Venini, Borough resident wanted to find out when the Borough\u2019s small parking lot on Durham Road will be fixed and reopened. Tom stated that Borough Engineer is working on the logistics and will get back to Council with figures.<\/p>\n<p>Matt &amp; Ed looked at a few dead trees on Edgewood Road and Matt will contact Hickory High for a quote.<\/p>\n<p>Meeting adjourned 7:22 pm<\/p>\n<p>Next Streets\/Properties meeting will be held on July 3, 2019 at 7:00 pm in the Riegelsville Borough Hall.<\/p>\n<p><strong><em>Finance-<\/em><\/strong><\/p>\n<p>Ann P Moyer called the meeting to order on June 5, 2019 at 7:23 pm at the Riegelsville Borough Hall.<\/p>\n<p><strong><u>Members Present:<\/u><\/strong><\/p>\n<p>Ann P Moyer, Ed Bartosiewicz and Tom Stinnett.<\/p>\n<p><strong><u>Others Present:\u00a0 <\/u><\/strong><\/p>\n<p>Sherry Masteller-Borough Secretary.<\/p>\n<p><strong><u>Comment from Citizens<\/u><\/strong><u>: <\/u>\u00a0\u00a02 Borough resident present.<\/p>\n<p><strong><u>Discussions:<\/u><\/strong><\/p>\n<p>Council discussed Matt\u2019s email and quotes from Riegelsville Auto in reference to the Backhoe repairs that are needed.<\/p>\n<p>During the Annual Wellhead protection meeting they discussed a Hydrant auto flusher for the south end of the Borough to keep the chlorine residual up since it is an end not a loop. Mike Sullivan, Water operator said this is a great idea for the Water Co.\u00a0 Sherry will add the quote to the Council agenda June 12, 2019.<\/p>\n<p>Council looked over the finances.<\/p>\n<p>Meeting adjourned at 7:43 pm.<\/p>\n<p>Next Finance meeting will be held July 3, 2019 immediately following Streets\/Properties at the Riegelsville Borough Hall.<\/p>\n<p><em>UNFINISHED BUSINESS:<\/em><\/p>\n<p>Approval of quote $2,212.76 plus shipping, from LB Water for hydrant Auto Flusher plus purchase supplies to raise the hydrant so the flusher can be attached.\u00a0\u00a0<em><strong>Scott motioned to approve. K. Brandes seconded. Unanimous.<\/strong><\/em><\/p>\n<p><em>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Approval up to $10,000.00 to Repair the Borough Backhoe. \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>A. Moyer motioned to approve. E. Bartosiewicz seconded.\u00a0 Unanimous.<\/strong><\/em><\/p>\n<p><em><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/em><em>Approval of $250.00 to \u201cAdopt a Book Program\u201d Bucks County Recorder of Deeds, Robin Robinson is preserving old deed books for years to come.\u00a0 Currently the Riegelsville Library has 2 books on loan to look at.\u00a0 \u00a0<\/em><em><strong>Scott motioned to approve. A. Moyer seconded. Unanimous.<\/strong><\/em><\/p>\n<p><em><strong>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong><\/em><em>Approval of Letter opposing the Heffley Bill HB349, this legislation will cause undue hardship to municipalities that use 3<sup>rd<\/sup> party inspection agencies to enforce the UCC. <strong>E.
