June 2013 Council Minutes

President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:30 p.m. June 12, 2013. Following the Pledge of Allegiance a roll call was taken.  PRESENT: Edward Bartosiewicz, Thomas Stinnett, Kathleen Weiss and Mayor Stokes.  Ed Bartosiewicz motioned to approve the minutes of the May 8, 2013 Council Meeting and Kathy Weiss seconded.  Unanimous.

 CORRESPONDENCE:  

            Letter dated June 10, 2013 from an anonymous taxpaying resident, Council had no discussion since there was no name on the complaint.

            Letter dated June 10, 2013 from Kim Gasper, Center manager for Eastern Upper Bucks Senior center.  Kim would like to come to a Borough Council meeting to report on the Centers accomplishes for this past year.

 REPORTS:

President – Nothing to report

Mayor – Mayor Stokes reported to council that the Contractors that are working on the temporary Bridge are starting work before 6 am and the Borough noise ordinance is 7am. S. Masteller gave Mayor Stokes a copy of the noise ordinance.  Mayor Stokes contacted State Representative Marguerite Quinn’s office in reference to the New York reservoirs releasing water, since they are at 100%.  Mayor Stokes sat down with Penn Dot Representative Ron Martin to go over a few Borough issues.

Discussions:

Zoning:  K. Clayton, Borough Zoning Officer reported to Council that he issued1 re-roof Building permits, 2 electrical permits.  There is a preliminary court date for 141 Delaware Road on June 17, 2013. K. Clayton will work on 530 Easton Road complaint next.  Inspections continue at 234 Linden Lane. Eagle Scout project at St Peter’s is underway and the plumbing inspection was done. K. Clayton will contact St Peter’s Lutheran Church’s grounds supervisor to see how the fence is coming for the playground.

Fire Co. News: E. Bartosiewicz reported to Council the next breakfast on Sunday May 19, 2013 8 am to 12:30. Roast beef Dinner served approximately 140 people.  June 1, 2013 is the Spaghetti Buffet Dinner.  Night at the races fundraiser is in September 2013.

Library News: Beth Banko sent via email the Board of Trustees minutes to add to the Community Affairs meeting. Fundraising: Annual letter is complete, about $6,035.00 in donations received to date. The Library fair is set for May 18, 2013.  The annual Summer Reading program will start June 18, 2013. The theme is “Dig into Reading”.

Riegelsville Enhancement Committee News: Selling Slates at the Library Fair on May 18, 2013 and at the June 16, 2013 Fire Co. breakfast.

Riegelsville Emergency Management: Nothing was received in the borough office.

          EMS News: Adam Maziuk sent the 2012 Financial Statement.

Rec Board News: Ball season is in full swing!! The park looks great with the help from SSM group.

Citizen Comments:  None to report

R. Pursell reported that the Street project will start after the first week of June 2013.

T. Stinnett reported that he and Tammy met with QNB to go over terms for the Street loan, 2.75% for 48 months.  This information will be ready for June Council.

T. Stinnett reported to Council that the Wellhead Protection Steering Committee met and discussed getting a sample ordinance for on-lot septic maintenance to have Council review.  S. Masteller will get a copy to K. Clayton, Zoning officer and Dick Meade, Water Operator.

Primary Election May 21, 2013 7am-8pm, Borough office is closed. We may be getting our new computers put in so S. Masteller may need to be at the office for a few hours.

  Streets & Properties:

Discussions:

Library reported to the office that one of the windows has a broken sash and a few inside window shutters need to be planed so they can be opened.  Council suggested S. Masteller contact Greg Ort with J.E. Maier Carpentry Inc.

2013 Street Project: R. Pursell reported to Council that all the contract documents have been signed and received. The Borough office will be notified when the project will begin.  S. Masteller will contact the Borough residents, Williams Township, Durham Township and UBREMS to let them know when the project will begin.

R. Pursell reported to Council that the mowing on Sherer’s Hill and Spring Hill Road that Durham Township is taking care of that but it does not very good.  S. Masteller will contact Durham Township Manager Joe Kulick to discuss this.

A Borough resident reported to the Borough office that there has been very loud motorcycle around 6pm on 611 and is very disruptive.  We need to try and get the color and plate number to hand in to the State Police.

Finance:

Discussions:

The Borough will be doing a Fall Newsletter and it should be ready to mail out in September.

Borough office received a call from Dale Wood to offer the sale of their Riegelsville property to the Borough.  Council stated they are not interested in the property.  The gas pumps will be shut down July 1, 2013.

Borough office received a call from Mark Makowski with Pickering and Corts Inc. reporting that Penn Dot contractors will need to relocate a portion of the Borough water line at the Canal Bridge project.

Council discussed #1111 Easton Road water shut-off fee and council agreed that the fee needs to be paid.  S. Masteller will send the information to the property owner.

S. Masteller gave Council her vacation days.

 

UNFINISHED BUSINESS:

            Approval for Conditional approval to accept QNB’s rate of 2.75% for 4 years for Street project (Spring Hill Road, Delaware Road-West estimated monthly payment $1542.00. Total loan amount $70,000.00. K. Weiss motioned to approve, E. Bartosiewicz seconded. Unanimous.

Approval of Resolution: R-10-13, appointing Berkheimer to collect delinquent EIT for tax years 2010 and prior. K. Weiss motioned to approve, E. Bartosiewicz seconded. Unanimous.

          Approval of Resolution: R-11-13, authorizing and empowering Berkheimer, to impose and retain cost of collecting on delinquent taxes. K. Weiss motioned to approve, E. Bartosiewicz seconded. Unanimous.

          Approval of Resolution: R-12-13, appoints Sherry Masteller as its authorized representative to requests upon and receive any and all information and records from Berkheimer. K. Weiss motioned to approve, E. Bartosiewicz seconded Unanimous.

          Adoption of Ordinance #225 “An Ordinance adopting the 2009 Edition of the International Property Maintenance Code. K. Weiss motioned to adopt E. Bartosiewicz seconded Unanimous.

 NEW BUSINESS:

K. Weiss reported to Council that a Borough resident (no name given) complained about the high grass and weeds at 224 Easton Road in the front and back yard.

 APPROVAL OF BILLS:   K. Weiss motioned to approve and E. Bartosiewicz  seconded.  Unanimous
