Sealed bids are due at 7:00 P.M., prevailing time, on Wednesday, April 3, 2013, in the Riegelsville Borough Office located at 615 Easton Road, Riegelsville, PA 18077, at which time they will be publicly opened and read. Work includes approximately 440 tons of bituminous scratch coat, 9,900 square yards of bituminous surface treatment, and 30 square yards of bituminous base repair.

Complete sets of specifications may be reviewed during regular business hours at Cowan Associates, Inc., 120 Penn-Am Drive, Quakertown, PA 18951 (215-536-7075). Electronic copies may be obtained from Cowan Associates, Inc. during the same hours upon a non-refundable payment in the amount of $50.00. Bidders shall be PennDOT approved for performing roadway/street projects and related work, and shall provide with their bid formal documentation indicating similar work.

Bids must be made on the forms furnished by the Owner and must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total price bid made to the Owner.

The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner.

The Bidder’s attention is called to the fact that this project constitutes a Public Works by a Public Body project. Bidders are advised that Pennsylvania Prevailing Minimum Wage Rates, as set forth in the Contract Documents, must be paid to workers employed on this project. The successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin.

Award of Contract, if a Contract be awarded, will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities.
